Reforming NATO and turn it into an instrument of the war on terror is the ambition of a think tank chaired by José María Aznar and whose proposal is that the North Atlantic Treaty Organization mimics exactly the current war machinery of the United States. NATO would turn, from a military alliance against the Soviet Union, into a transnational military-police organization.
The Foundation for analysis and social studies, under the former president of the Spanish government José-María Aznar, has published a proposal of radical reform of NATO entitled NATO, an alliance for freedom. Remember that Aznar, together with Havel, is one of the two main European leaders of the neoconservative trend that holds power in Washington today.
According to this foundation, the Organization, which has lost its rationale as a result of the fall of the Soviet Union, might become legitimate again if it focuses on the war against Islamic terrorism and non-proliferation of weapons of mass destruction.
Terrorism would be just “the militaristic part of an offensive of great magnitude against the liberal and democratic world”, that is, Islamic terrorism would be a prelude for the clash of civilizations. External defense of member States would include, therefore, domestic repression of terrorism.
Hence, a strategy of “Homeland Security” would be just a copy of the U.S. model, whose main justification lies on the obsolescence of the concept regarding traditional territorial defense in case of a military aggression against a member State. Terrorist threats, although external, is within member States themselves and has chosen less traditionally protected targets, thus causing less victims. Besides, terrorists would not exclude the use of nuclear, bacteriological or chemical weapons, and might even act in cyberspace.
NATO must call for a meeting at the highest level not only Foreign and Defense Ministers from the different member States but also Ministers of the Interior. A counter-terrorist staff should also be established whose mission would be to formulate doctrines, concepts and technologies as well as train the necessary personnel to carry out anti and counter terrorist missions, and make use of such personnel. Instead of National Ministries of the Interior, this counter-terrorist staff would be in charge of defense plans against terrorism and would have power over the armed forces and national police units.
As to non-proliferation, NATO will not take the place of international agencies in charge of such matters, but would intervene and define a strategy of action in case the current system is unable to face a crisis, and that would be under the responsibility of the counter-terrorist staff. In other words, NATO should be ready to take the place of the international community.
“Democracy Building” would be another priority for reform. Through a new structure of command, NATO would conduct peacekeeping and “Democracy Building” operations by coordinating civil and military activities. Furthermore, it is recommended the establishment of an association for freedom similar to the current NATO Peace Alliance. Keeping in sight the Near and Middle East, its task would be to implement appropriate measures in favor of economic liberalization, respect for freedom of worship, political opening up and democratization of these countries from “Mauritania up to Afghanistan” (that is, the ex “crisis spectrum” of Brzezinki or the current “Great Middle East” of George W. Bush).
Reference was made to the NATO expansion process to Ukraine and some Caucasian republics, but also States like Israel, Japan and Australia that share “our values and way of living”, and are democracies properly established. NATO would become a “free association of democratic countries, committed to an open and liberal system, based on the market economy and characterized by religious tolerance and respect for human rights”.
In short, the project of Mr. Aznar and his friends is aimed at divesting member States of their national authority and integrating them into the U.S. empire that would control at the same time their external defense and domestic order. Since there will not be any geographical definition, NATO would turn into a vassalage system and its member States would become auxiliary troops of the imperial expansion until achieving global control. We are in the presence of a report with a great merit: clarity.
