В своем новом докладе ЮНИСЕФ (Детский фонд ООН) дает отчет о положении, в котором находятся дети по всему миру. Без особых сюрпризов, приведенные цифры рисуют ужасающую картину. Тем более что половина детей, рождающихся в развивающихся странах, не регистрируется, что фактически делает их невидимыми для государств и их политиков. 171 миллион детей в мире работают порой в условиях, близких к рабству. Хроническая бедность, войны, СПИД – факторы, объясняющие эти скандальные данные.
В докладе, опубликованном за последние дни и озаглавленном Положение детей в мире 2006: исключены и невидимы, ЮНИСЕФ констатирует тяжелое положение, в котором находятся миллионы детей в мире, и главным образом проживающие в развивающихся странах.
Агентство ООН говорит и о невидимых детях, в частности о том факте, что половина детей, рождающихся в развивающихся странах, не регистрируется. Эти дети фактически не обладают никаким законным существованием и, таким образом, игнорируются государствами и не рассматриваются их политикой.
Другие дети становятся невидимыми, так как лишены родительской защиты. 143 миллиона детей в развивающихся странах – сироты, десятки миллионов детей живут на улице, 1 миллион находится в местах лишения свободы.
Эксплуатация детского труда – явление, широко распространенное среди 171 миллиона работающих детей, из которых 73 миллиона - в возрасте менее 10 лет. Рабство и проституция – обостренные формы этого феномена.
Фундаментальные причины такого исключения из жизни, очевидно - бедность и неравенство, неспособность некоторых стран предоставить необходимые услуги своему населению. Причинами являются и вооруженные конфликты, не говоря уже о влиянии СПИДа, которое не может быть не учтено.
ЮНИСЕФ, как и другие учреждения ООН, в своих исследованиях и заключениях часто проявляют предельную суровость. Однако остается сожалеть, что результаты проводящихся работ не переходят в конкретные действия со стороны стран, которые находят удовольствие в том, чтобы ставить цели, которые редко достигаются.
