Recently published by the White House, the “Strategy for victory in Iraq” is, first of all, a communication document for US public opinion that is increasingly more skeptical regarding the relevance of troops in Iraq and which demands that the “boys” to come home.
The main themes of this report are; the strategy used is the most appropriate one, especially with the fall of the former regime; the approval of the Constitution; the organization of elections; the reconstruction of the infrastructures of the country and equipment for the Iraqi security forces…
However, it is explicitly recognized that this will take some time and the troops’ withdrawal will be conducted only eventually and will depend on the progress made with regards to the training and equipping of the Iraqi army. The solution would be therefore, to “Iraqi-ize” the conflict, copying the strategy model used when the Vietnam war ended, which was to recruit and train, in situ, the troops of Southern Vietnam to enable a progressive withdrawal of the US that was facing a public opinion increasingly more hostile.
The enemies of the US are distributed into three main categories: the “rejectionists” (a new term for the resistance against the occupation), which is the most important group. Then there are “Saddam’s followers”, and finally, the “terrorists”, the least important group. It is considered that the first two groups may be included in the “democratic” process, contrary to the “terrorists” who should be annihilated.
In addition, the document raises Iraq to the category of “main terrorist front”, which allows the including this colonization effort into the “global war against terrorism”.
