On 15 June 2010, Defence Secretary Robert Gates quietly created the Foreign Intelligence and Counterintelligence Operation Records (FICOR) within the Defense Counterintelligence and Human Intelligence Center (DCHC).

The new unit will take over from the Counterintelligence Field Activity (CIFA), disbanded by Robert Gates himself in August 2008 after the American Civil Liberties Union (ACLU) exposed it for gathering intelligence on the political opinions of private individuals.

Already in 2003, we announced that CIFA was planning to map, house by house, the political opinions and activities of all U.S. citizens. But it wasn’t until 2008 that the ACLU was actually able to prove CIFA’s spying activities against anti-war movements.

The CIFA records database has remained intact and seems to be headed to the new unit.
