On instructions from my Government, and further to our previous letters concerning the support the Jordanian regime provides to terrorist groups that are active and perpetrate savage acts of terrorism in the territory of the Syrian Arab Republic, I should like to convey to you the following information regarding the facilitation by the Jordanian regime of the entry of trucks loaded with weapons destined for armed terrorist groups in Syria.

• At 1320 hours on 2 June 2016, armed terrorist groups brought eight large trucks from Jordan into Syria via the Abu Sharshuh border crossing and headed towards the Rusay‘i well in the Suwayda’ desert.

• At 0115 hours on 15 June, armed terrorist groups brought eight containers from Jordan into Syria via the Abu Sharshuh border crossing and headed towards the Rusay‘i well in the Suwayda’ desert.

• At 0315 hours on 15 June, armed terrorist groups brought seven containers from Jordan into Syria via the Abu Sharshuh border crossing and 6 containers via the Bi’r al-Sawj border crossing.

• At 2125 hours on 15 June, armed terrorist groups brought three containers from Jordan into Syria via the Ruwayshid border crossing and four containers via the Abu Sharshuh border crossing, and headed towards the Rusay‘i well.

• At 2315 hours on 15 June 2016, armed terrorist groups brought five containers from Jordan into Syria via the Abu Sharshuh border crossing and headed towards the Rusay‘i well in the Suwayda’ desert.

• At 0130 hours on 17 June 2016, armed terrorist groups brought four containers from Jordan into Syria via the Abu Sharshuh border crossing and headed towards the Rusay‘i well in the Suwayda’ desert.

• At 0355 hours on 18 June 2016, armed terrorist groups brought nine containers from Jordan into Syria in the area of the Zalaf Dam and headed towards the Rusay‘i well in the Suwayda’ desert.

• At 2155 hours on 23 June 2016, armed terrorist groups brought four containers from Jordan into Syria via the Abu Sharshuh border crossing and headed towards Bi’r al-Rusay‘i. They also brought 10 containers into Syria in the Zalaf Dam area and headed towards the Abu Sanasil and Rusay‘i wells.

The Government of the Syrian Arab Republic reiterates that the conduct of the Jordanian regime and its direct support for terrorist organizations and groups in Syria is a blatant violation of international law, the Charter of the United Nations and Security Council resolutions concerning counter-terrorism, including resolutions 1267 (1999), 1373 (2001), 2170 (2014), 2178 (2014), 2199 (2015) and 2253 (2015), which reaffirm that States Members of the United Nations must not provide any form of support to terrorist groups or the members thereof.

The Government of the Syrian Arab Republic once again calls on the Security Council to fulfil its responsibilities and oblige the Jordanian regime to desist from it practices, which threaten security and stability in the region and around the world.

I should be grateful if the present letter could be issued as a document of the Security Council.
