The Senate of the United States has once again rejected the nomination of John Bolton as US Ambassador to the United Nations. While the Republicans multiply their initiatives against international institutions and count on Bolton to bring the United Nations down to pieces, the Democrats, on the other hand, try to preserve international law and oppose his nomination.
However, President George W. Bush cannot wait long. In order to avoid this opposition he could take advantage of the Congress recess and use his constitutional prerogatives. Thus, he would be ignoring the Senate while members of Congress celebrate Independence Day on July 4th.
