Kirchner, Chávez y Lula ¿son el «eje del mal» para la CIA?

ESTADOS UNIDOS Y LA CIA CONTRA BRASIL

Estados Unidos, con la CIA, ha penetrado en los más importantes círculos estatales de Brasil y en todos los niveles del poder político, económico y cultural, Bajo la cobertura diplomática, los agentes de la CIA se mueven a placer y desarrollan una serie interminable de operaciones encubiertas con el propósito controlar al país más grande de América Latina. No vacilan en gastar millones de dólares en la industria, particularmente electrónica, en bancos y financieras, en fuerzas armadas y policiales, en partidos políticos y sindicatos de las derechas, en medios de comunicación. No es sólo la CIA la que trabaja activamente en los planes estratégicos de control a Brasil. Otras agencias como la DEA y FBI juega un importante papel bajo el pretexto del combate al narcotráfico y lucha contra el terrorismo internacional.

La publicación brasileña CARTACAPITAL en su edición de 31 de marzo de 2004, en amplio reportaje demuestra la penetración de los servicios de espionaje de Estados Unidos en todas las esferas del gobierno de Brasil. Señala que los agentes de los servicios de inteligencia operan bajo la cubierta de Agregados Civiles, Consejeros para Asuntos Regionales, Agregados para el combate contra las drogas o simplemente Agregados de la Embajada de Estados Unidos en Brasilia. Todos los agentes secretos sean espías, policías, de la CIA, DEA, de la NAS, agentes de Aduana, trabajan sin ningún control, bajo la cobertura de los servicios diplomáticos, muy a pesar de los acuerdos y convenios internacionales vigentes acerca del estatuto diplomático. Los agentes de Estados Unidos «invierten» millones de dólares en sus labores de espionaje a través de equipamientos en computadoras, tecnología para escuchas de telecomunicaciones, por ejemplo.

Las cabezas prominentes de los servicios de inteligencia de Estados Unidos han sido importantes personalidades como Jack G. Ferraro que actúa como Consejero para Asuntos Regionales; Thomas Harold Lloyds, Primer Secretario e la Embajada USA, encargado de los Asuntos de Combate a las Drogas; Mark Kenyon Edmondson, Director de la DEA en Brasil, Agregado diplomático para el combate a las drogas, el Agente de Aduanas Julio Vélez que aparece como Agregado Diplomático.

La referida publicación presenta una larga lista de agentes encubiertos de la CIA que han desarrollado sus maléficas actividades en Brasil. En la década de los 90, Vicente Chelotti era Jefe de la Policía Federal al servicio del Jefe de la CIA Bramson Brian, seguido por Craig Peters Osth. Hoge comandaba la compañía Tera Brasilis y Jack G. Ferraro actuaba como Consejero para Asuntos Regionales, según la lista diplomática de la Embajada de Estados Unidos en Brasil, El segundo de la CIA fue William A. Constanza que encubría sus actividades bajo la designación de Primer Secretario para Asuntos Regionales.

En el año 2003 quedó al descubierto la cobertura diplomática de los agentes de la CIA en Brasil al descubrirse las actividades de los agentes Daniel Mac-Laughlin y Kenneth Joseph Wilkinson. Otros cuatro agentes de la CIA que actuaban con registro diplomático fueron denunciados y lógicamente fueron reemplazados por otros espías y en la sustitución estuvo Carlos Costa que trabajaba para el Jefe del FBI. Los agentes descubiertos dejaron la Embajada o comenzaron a actuar bajo otra cobertura en Brasil.

Bajo la cobertura diplomática desarrollan sus actividades clandestinas, unos 30 «consejeros», analistas y otros funcionarios «diplomáticos» con la misión de espiar a políticos del gobierno de Lula, a empresarios, directores de compañías extranjeras y simples funcionarios del Gobierno, según el informe de CARTACAPITAL.

El actual Jefe de la FBI en Brasil, Donald Kleg esconde sus actividades bajo la cubierta de Consejero Agregado Civil de la Embajada USA. El segundo hombre del FBI es Richard Cavalieros. Julio Vélez es el Jefe de los Agentes de Aduanas, pero tiene el estatus diplomático de Agregado en la lista diplomática de 2003. Como auxiliar Agregado aparece John Lee Wooley que es el segundo de Vélez.

De CARTACAPITAL se obtienen pruebas suficientes para demostrar las actividades clandestinas de los servicios de inteligencia de Estados Unidos que se han incrementado notablemente para intervenir en el gobierno de Lula da Silva tratando de controlarlo y someterlo a los dictados e intereses del Imperio, sobre todo porque Lula se opone radicalmente al ALCA que es el mayor proyecto anexionista de Washington en la administración de Bush II, razón por la cual el ALCA fue rebautizado como «Área de la Libre Colonización de las Américas». «Se trata, en resumidas cuentas, de la consumación de la Doctrina Monroe (1823) y del Corolario de Roosevelt (1904), que pretende convertir a la Patria Grande de Bolívar en una maquiladora regional militarizada de Wall Street, a fin de ganarle la carrera por el plusproducto mundial a la Unión Europea» sostiene el politólogo alemán Heinz Dietrich Steffan, en un artículo titulado: «La CIA contra Venezuela», publicado el 1 de noviembre de 2003 en la Revista electrónica Rebelión.

Lula da Silva se convirtió en el Presidente latinoamericano más peligroso para los intereses geopolíticos del Imperio, porque representa el reinicio del proyecto nacional que convertiría al Brasil en una república realmente libre e independiente, autónoma y soberana, un ejemplo claro para los demás países de América Latina. La preocupación de Estados Unidos por la presencia de Lula en el poder fue resumida por el Secretario del Tesoro, Paul O’Neill cuando afirmó que «Lula debe demostrar que no es un loco», en tanto que los expertos de la CIA decidieron calificar a Lula como un hombre decisivo en el proyecto independista de América Latina, sumamente peligroso y de extrema amenaza para los intereses estratégicos coloniales del Imperio.

El Imperio y la CIA se muestran muy activos en contra de Lula porque saben que es un líder de masas y, sin duda, un líder regional de gran capacidad intelectual y política. Ha demostrado que tiene la suficiente entereza para tratar de unificar a Latinoamérica para enfrentar con posibilidades de éxito a Estados Unidos y su poder imperial. Estableció que está dispuesto a hacer prevalecer la independencia de Brasil al no someterse a las órdenes del Pentágono y de la Casa Blanca, durante la VI Conferencia de Ministros de Defensa que se efectuó en Quito, en el pasado mes de noviembre.

La administración de Bush II y de la CIA entre sus objetivos inmediatos tiene desprestigiar y liquidar al Gobierno de Lula porque Brasil es demasiado importante no sólo en América del Sur sino en el mundo. Representa el 40% del PIB en la Región, concentra casi la mitad de la inversión extranjera y sin embargo padece de extremas desigualdades sociales y económicas debido al ejercicio del poder por parte de las oligarquías sumisas al dictado de Estados Unidos.

Brasil, históricamente ha sido un escenario de pruebas de la política injerencista de Estados Unidos y posee el más grande ejército de América, después del de Estados Unidos, ejército que ha sido controlado por el Pentágono y la CIA y que gobernó a sangre y fuego al Brasil, tras derrocar a Joao Goulart en 1964 con el apoyo y padrinazgo del Imperio que experimentó allí el primer gobierno fascista de América del Sur.

En Brasil, la CIA y el FBI asesoraron a policías y fuerzas armadas para organizar y ejecutar la represión monstruosa, los asesinatos selectivos, las torturas más crueles, la desaparición forzada de seres humanos de todas las edades, la práctica aberrante de humillaciones y degradaciones a hombres y mujeres acusados de subversivos, comunistas, izquierdistas. La «contrarrevolución preventiva» se convirtió en el primer golpe de Estado organizado bajo los fundamentos teóricos y prácticos de la Doctrina de Seguridad Nacional de Estados Unidos, aprobada por J. F. Kennedy en 1962 y que posteriormente colmaría de gobiernos fascistas a la mayor parte de América Latina.

La historia demuestra que esos gobiernos militares fueron engendros de Estados Unidos para liquidar la insurgencia que ansiaba patrias libres y por ese delito, en nombre de la libertad y la democracia se perpetraron los más horrendos crímenes de lesa humanidad que, hasta hoy, permanecen en la impunidad.

Bajo la Presidencia de Luiz Inacio da Silva, Brasil enfrenta al Imperio y esa decisión basta para que la CIA, con su extraordinaria experiencia pretenda desestabilizar al gobierno. Parafraseando a Marx, expresa el periodista Augusto Zamora R. en el periódico La Insignia, «contra Lula se alinearán en una sacrosanta cacería el emperador y el gran capital, la oligarquía y las transnacionales, los empresarios europeos y estadounidenses, la CIA y la cúpula militar. Tendrá que tejer fino, Lula, un hilo como el de Ariadna, para subsistir a la magnitud de sus adversarios...». Pero el Imperio y los enemigos internos y externos de Lula, tendrán que entender que es un líder que cuenta con el respaldo de su pueblo y del pueblo latinoamericano porque Brasil va camino de convertirse en el centro del rescate de la dignidad, soberanía e independencia de Latinoamérica, en la concreción de los ideales de integración y unidad, soñados por los libertadores de nuestros pueblos.

ESTADOS UNIDOS Y LA CIA CONTRA ARGENTINA

Los Presidentes Chávez de Venezuela, Luiz Inacio da Silva de Brasil, Néstor Kirchner de Argentina y Fidel Castro de Cuba, son el «eje del mal» de América Latina porque son una creciente amenaza contra la seguridad del Imperio y sus intereses de dominación neocolonial en esta parte del mundo, según la óptica de la CIA.

En la visión de la CIA, Pentágono y Departamento de Estado de Estados Unidos, los cuatro Presidentes son una «nueva amenaza terrorista y geopolítica» porque han despertado las simpatías de los pueblos latinoamericanos y porque pretenden congregar a su alrededor a los comunistas y terroristas de América Central, del Sur y del Caribe.

En consecuencia, también el Presidente Kirchner de Argentina ha pasado a ser blanco de los ataques del Imperio y de la CIA. Constantine Menges, quien fue Asesor del Presidente Bush II para Cuestiones de Seguridad Nacional y destacado agente de la CIA sintetiza el pensamiento de Washington respecto de Kirchner al decir que pertenece al grupo del populismo radical que socava el proceso democrático, reduciendo en lugar de incrementar, los derechos individuales. En ese mismo sentido se pronunció quien hasta hace pocos días fue Jefe del Comando Sur de Estados Unidos, general James T. Hill.

Hill decía que «la crisis económica argentina ha provocado que muchos cuestionen la validez de las reformas neoliberales, tal como se manifestó en el consenso de Buenos Aires» en especial por parte de los Presidentes Kirchner y Lula que, además, exigieron que se respete a los países pobres.

Tumba colectiva en Argentina. 30000 desaparecidos fue el saldo de la dictadura criminal impuesta por EU y la CIA.

En Argentina, Estados Unidos y la CIA impusieron las sanguinarias dictaduras fascistas que ocasionaron el asesinato y desaparición forzada de más de 30.000 argentinos. Hoy, la CIA y sus agentes copan aparatos policiales y fuerzas armadas, sindicatos y medios de comunicación y cuidadosamente penetran en el gobierno de Kirchner a través del uso de agentes locales, con paga de por medio o por odio a las ideas antifondomonetaristas expresadas por el Jefe de Gobierno.

La CIA en la Argentina, como en el resto de América Latina, tiene a sus agentes bajo la cobertura de agentes diplomáticos, miembros o funcionarios de USAID, de los Cuerpos de Paz, de Caritas y CARE, de infinidad de organizaciones oficiales y de algunas ONGs privadas nacionales o estadounidenses.

El Imperio y la CIA pretenden descalificar a Kirchner al bautizarlo como el peor de los populistas que, en palabras de Hill, es una amenaza que surge cuando se radicaliza para confundir a la población.

Néstor Kirchner aspira a devolverle a su patria la calidad de patria libre en la economía, soberana en la política y socialmente justa. Junto a Lula promueve la unidad de América del Sur y ha expresado con claridad que no se someterá a las políticas del Fondo Monetario Internacional, a los dictados-órdenes de la Casa Blanca y menos a prestarse para que ejerza el control político y económico en Argentina.

Al negarse al alineamiento dentro de los objetivos de la política exterior estadounidense y más bien convertirse en contradictor de la Casa Blanca, el Presidente Kirchner se ganó la antipatía del Imperio y por ende la CIA que ahora dedica todos sus esfuerzos para desestabilizarlo por medio de acciones que van desde la guerra sicológica y la propaganda hasta la organización de atentados, huelgas, paros, manifestaciones, que surgen de las condiciones de pobreza creadas por el sistema de explotación capitalista y por los gobiernos de la burguesía y las dictaduras fascistas que prefirieron servir los intereses de las transnacionales, del FMI-BM, de Estados Unidos y de las oligarquías monopólicas y vende patria de Argentina, antes que atender las demandas del pueblo.

Para desprestigiar, descalificar y finalmente desestabilizar al gobierno de Kirchner, la CIA intenta demostrar que se ha alineado con el terrorismo global creado por los propios Estados Unidos y sostiene con desvergüenza y cinismo que Kirchner tiene conexiones con ETA, las FARC, el MRT, con los Centros Bolivarianos de Venezuela y lo critica severamente por su simpatía hacia las Madres de Plaza de Mayo.

La CIA afirma que Kirchner ha dado un extraordinario giro al marxismo y que quiere volver a la década de los setenta. La amenaza recurrente se refiere a que si Argentina desea insertarse en el mundo global debe entender el papel hegemónico de Estados Unidos que ayudará a Argentina para que recupere su rol protagónico en América del Sur y que en caso contrario, se demostrará que la patria de San Martín es parte del «eje del mal» porque ampara al terrorismo internacional.

En la tétrica mirada de la CIA está Kirchner, lo que significa que, otra vez el Imperio, podría propiciar el retorno de las dictaduras militares, hecho probable bajo la administración de Bush II. Si llega el caso, Argentina y América Latina, tendrán que sufrir los horrores de perder los derechos humanos y la libertad y, nuevamente, asistirá el mundo a los tormentos de las dictaduras fascistas y su insaciable sed de muerte y sangre.

EL TERRORISMO IMPERIAL

El escritor y periodista Carlos G. Rivodó, en la Revista Question, en la edición de marzo de 2004, afirma que Estados Unidos está intoxicado por el pensamiento maniqueo, simplista y teológico-militarista de George W. Bush II y su séquito de halcones. En el más clásico sentido de «divide y vencerás», añade, Estados Unidos se ha enganchado ya en una campaña sistemática de desestabilización geopolítica: 1) Incremento de la violencia en Colombia, 2) Militarización y posible intervención en la Triple Frontera, 3) Inflar el diferendo territorial Bolivia-Chile por la salida al mar, 4) Combate frontal a la oposición popular en Ecuador y Bolivia, 5) Desestabilización permanente a los gobiernos integrantes del BRP.

Para prevenir y amedrentar la posible profundización de las relaciones Brasil-Argentina, el León del Norte se ha sacado de la manga a los «terroristas que operan en la Triple Frontera» (Brasil, Argentina y Paraguay), utilizando a Paraguay con ese propósito. Las pruebas son contundentes e irrefutables: «En Afganistán, los servicios de inteligencia estadounidenses encontraron carteles de las cataratas del Iguazú en las paredes».

Esas pruebas se las encuentra en diferentes fuentes de información de la CIA y hasta en publicaciones calificadas de serias, como la revista «Foreing Affairs», en la que la periodista Jessica Stern sostiene que el Hezbollah y Al Qaeda tienen nexos y redes que se extienden hasta la Triple Frontera donde «representantes de los dos grupos se han encontrado en Paraguay». Así, el camino está desbrozado para una intervención directa del Imperio en América del Sur, puesto que «esa región se ha convertido en la nueva Libia, un lugar de terroristas de las más dispares ideologías (rebeldes marxistas colombianos, supremacistas blancos estadounidenses, Hamas, Hezbollah y otros) se encuentran para intercambiar mercancías».

Nada raro sería que el Imperio de Bush II y sus halcones encuentren el pretexto del combate al terrorismo internacional, para invadir militarmente la zona de la Triple Frontera y de paso acabar con los gobiernos de Brasil, Argentina, Uruguay y reforzar su poder en Paraguay y el resto de América Latina, tal como Rumsfeld y sus títeres ansiaban realizar en Quito, en la VI Conferencia de Ministros de Defensa, mediante la conformación de un ejército multinacional con fines de poder intervenir en los asuntos internos de los países de América Latina.

Las acciones de la CIA y del Imperio contra Cuba, Venezuela, Brasil, Argentina, Colombia, Ecuador, Bolivia, Uruguay, son verdaderos actos de terrorismo tenaz, despiadado y cruel que menosprecian los principios del Derecho Internacional y que ponen en peligro la paz y, si la penetración militar llega, no cabe duda que los pueblos de América Latina perderán todos sus derechos y libertades; pero al mismo tiempo, nuestras Patrias podrían convertirse en dos, tres Vietnam que proponía Ernesto Che Guevara. Entonces el terrorismo imperial habrá llegado a su fin.

Juan Gelman, escritor e intelectual argentino, en un artículo titulado «Militarismo: Las Cifras del Escándalo», difundido por la agencia de prensa Altercom el 31 de agosto de 2004, refiere que el gasto militar de Estados Unidos para el año fiscal 2004-2005 ascenderá a 500.000 millones de dólares; es decir, 1.360 millones por día, 56.6 millones por hora, más de 940.000 dólares por minuto y casi 16.000 dólares por segundo. Bush aprobó una partida de 417.000 millones que se invertirán en construcciones militares, unos 20.000 millones de los programas en ese ámbito ejecuta el departamento de Energía y alrededor de 60.000 millones que insumen la guerra y ocupación de Irak y Afganistán. Con seguridad, esa desmesurada cifra aumentará en miles de millones de dólares si, finalmente, Bush y sus halcones deciden atacar a Irán, Corea del Norte o Cuba, conforme con planes militaristas y guerreristas del Pentágono y la CIA.

El planeta, dice, alberga -o padece, según- a 6.000 millones de habitantes, de los cuales 2.800 millones tienen un ingreso inferior a los dos dólares diarios, conforme cifras del Banco Mundial. (Esto significa que la mitad de la población mundial vive en condiciones de pobreza e indigencia).

¿Cuál es el rostro del terrorismo imperial? Natalie J. Goldring, Directora del Proyecto de Seguridad Global y Desarme de la Universidad estadounidense de Maryland informaba en el transcurso de una Conferencia sobre esta problemática realizada en la sede universitaria, en mayo de 2003, según reseña CEPR, que «Estados Unidos produce hoy alrededor de la mitad del gasto militar global, invierte en él casi lo mismo que todo el resto del mundo». Mientras tanto, los pobres del mundo son cada vez más pobres y mal viven en la ignorancia, insalubridad, desnutrición, desesperanza y miedo.

Gelman afirma que al terminar el año 2003 había en América Latina y el Caribe 20 millones de pobres más que en 1997. Repitiendo los cálculos se observa que la pobreza creció a razón de 9.100 latinoamericanos por día, 380 por hora y más de 6 por minuto.

Otras cifras de espanto: El 44,4 por ciento de los latinoamericanos y caribeños -227 millones- viven bajo la línea de la pobreza y un 97 por ciento de ellos -177 millones- son niños y adolescentes o jóvenes menores de 20 años. El número de indigentes llega a 100 millones, un 19,4 por ciento de los habitantes de la región. La mitad de los mayores de 60 años no percibe ingreso alguno. A fines de la década pasada, el 11 por ciento de la población de América Latina y el Caribe, -55 millones- sufría algún grado de desnutrición, aguda en el 9 por ciento de los menores de cinco años y crónica en el 19,4 por ciento de los niños hasta esa edad. Latinoamérica es la región de la iniquidad y de la mayor injusticia en la redistribución de la riqueza ya que el 20 por ciento más rico se queda con el 60 por ciento de la riqueza generada.

El Informe de 30 páginas elaborado por un grupo de 16 expertos militares convocados por la ONU y que fue presentado ante la 59 Asamblea General del organismo, titulado «La relación entre desarme y desarrollo en el contexto internacional actual» sostiene que «En una época en que la erradicación de la pobreza y el desarrollo en todo el mundo son metas no alcanzadas por la falta de fondos necesarios, el aumento de los gastos militares globales constituye una tendencia inquietante...». «Al terminar la guerra fría, se esperaba que la disminución del gasto militar y una atmósfera internacional menos conflictiva liberarían recursos financieros, tecnológicos y humanos para los fines de desarrollo». Pero a pesar de las propuestas, la Comunidad Internacional no ha sido capaz de alcanzar un acuerdo que limite el gasto militar o fije un porcentaje de ese gasto para destinarlo al desarrollo nacional. Tal vez así sea porque los gobiernos belicistas con el estadounidense a la cabeza, su complejo militar-industrial, las Fuerzas armadas, los conglomerados petroleros y otros intereses conducentes forman parte de la comunidad internacional, finaliza Gelman.

CONCLUSIONES

1. El terrorismo internacional más despiadado, inhumano y cruel está en la situación de pobreza y miseria que sufre el mundo. Estados Unidos es el mayor responsable de esta realidad y, en este sentido, es el primer terrorista del planeta tierra.

2. Estados Unidos en su avanzada fase imperial y en su calidad de potencia militar y política hegemónica pretende dominar exclusivamente a América Latina para uso de sus recursos naturales.

3. Para el cumplimiento de sus objetivos geopolíticos combate a los gobiernos de Cuba, Venezuela, Brasil y Argentina. Para ello ordena la intervención de la comunidad de inteligencia que desarrolla actividades clandestinas y encubiertas por medio de agentes de la CIA, DEA, Aduanas, NAS, que se cobijan bajo el estatuto diplomático.

4. Estados Unidos actúa con total impunidad en América Latina debido a que no existe decisión política de otros bloques europeos y de otras partes del mundo que, por lo menos, pretendan impedir la consumación de sus planes de dominación neocolonial.

5. La violación de los derechos humanos y de las libertades fundamentales en los pueblos de América Latina son consecuencia de las actividades depredadoras de los agentes de la CIA, DEA, FBI y otras agencias norteamericanas.

6. El establecimiento de bases militares de Estados Unidos en América Latina, la ejecución del Plan Colombia y Patriota con el pretexto del combate al narcotráfico, en realidad esconden el verdadero objetivo militar y político del Imperio: liquidar la resistencia popular para imponer la voluntad omnímoda de la administración de Bush II en esta parte del mundo.

7. Estados Unidos se opone a la organización y desarrollo de la Unión Sudamericana o Comunidad Sudamericana de Naciones, conforme con el modelo europeo ya que una organización supranacional de esa naturaleza se convertiría en un obstáculo para los proyectos geopolíticos de las transnacionales monopólicas con predominio de capital estadounidense. Para ese objeto no importan los valores de la democracia, de los derechos humanos y libertades que proclama y, por tanto, si hay gobiernos que se muestren libres y soberanos, bien podrían ser sustituidos por dictaduras sanguinarias, tal como ocurrió en las décadas de los sesenta, setenta y ochenta que asolaron a América Latina.

¿No será la hora de detener tanta barbarie?

THE UNITED STATES AND THE CIA AGAINST BRAZIL

The United States dreams about exercising a total power in Latin America. Brazil, since the beginning of the government of Lula, is a reef that they must defeat. In the famous, High School Junior, American students learn a new geography of South America. In the official text, it is asserted that the United States has the duty of administering the Amazonian basin in benefit of humanity since if it is the richest region in biodiversity, water, and oxygen in the Earth, it can not be administered by nations with people, wild, primitive, drug-traffickers and violent people. In the scholastic text, it is mutilated the Brazilian territory and also the territory of eight Latin American countries to configure the zone that must be under the power of the United States. The interference and the expansionary plans of the Empire deserve the universal repudiation of the free and democratic nations of the world.

The United States with the CIA have penetrated in the most important state circles of Brazil and in all the levels of the political, economic and cultural power. Under the diplomatic coverage, the agents of the CIA do what they want and develop an endless series of deceit operations with the purpose of controlling the biggest country of Latin America. It does not matter if they have to spend million dollars on industry, particularly electronics, on banks, on armed forces and police, on political parties and unions of the right, on media. Not only the CIA Works actively in the strategic plans of controlling Brazil. Other agency as the DEA and FBI has an important role under the pretext of combating the drug traffic and fighting against the international terrorism.

The Brazilian publication «Carta Capital», in its edition of March 31 2004, in a wide article demonstrates the breakthrough of the United States espionage services in all the fields of the government of Brazil. It indicates that the agents of the intelligence services operate under the cover of Civil Attachés, Counselors for Regional Matters, and Attachés for the combat against drugs or simply Attachés of the United States Embassy in Brasilia. All the secret agents: spies, policemen, of the CIA, DEA, of the NAS, customs officers, work without control, under the coverage of the diplomatic services in spite of the outstanding international agreements about the diplomatic statute. The United States agents «invest» million dollars in their labors of espionage through computers, technology of telecommunications, for example.

The prominent heads of the United States intelligence services have been important personalities such as Jack G. Ferraro who acts as Counselor for Regional Matters; Thomas Harold Lloyds, First Secretary of the USA Embassy and commissioned with the Matters of Drug Combat; Mark Kenyon Edmondson, Director of the DEA in Brazil and diplomatic Attachés for the drug combat; the customs officer Julio Velez who appears as Diplomatic Attaché.

The referred publication presents a long list of covert agents of the CIA who have developed their malicious activities in Brazil. In the decade of 90, Vicente Chelotti was Chief of the Federal Police to the service of the Chief of the CIA Bramson Brian, followed by Craig Peters Osth. Hoge was commanding the company Tera Brasilis and Jack G. Ferraro was acting as Counselor for Regional Matters, according to the diplomatic list of the United States Embassy in Brazil. The second person of the CIA was William A. Constanza who hid his activities under the designation of First Secretary for Regional Matters.

In the year 2003 people could see the diplomatic coverage of the agents of the CIA in Brazil because they discovered the activities of the agents Daniel Mac-Laughlin and Kenneth Joseph Wilkinson. Other four agents of the CIA that were acting with diplomatic record were denounced. Logically they were replaced by other spies and in the substitution were Carlos Costa who was working for the Chief of the FBI. The discovered agents abandoned the Embassy or began to act under other coverage in Brazil.

About 30 «counselors», analysts and other «diplomatic» officials develop their clandestine activities under the diplomatic coverage, with the mission of spying the politicians of the government of Lula, entrepreneurs, managers of foreign companies, and government officials, according to the report of «Carta Capital».

The current Chief of the FBI in Brazil, Donald Kleg hides his activities under the cover of Civil Attaché Counselor of the USA Embassy. The second man of the FBI is Richard Cavalieros. Julio Vélez is the Chief of the Customs Officers, but he has the diplomatic status of Attaché in the diplomatic list of the year 2003. As Auxiliary attaché appears John Reads Wooley who is the second man of Vélez.

We can obtained enough proofs from «Carta Capital» to demonstrate the clandestine activities of the United States intelligence services that have been increased to intervene in the government of Lula da Silva trying to controlling and submitting it to the dictations and interests of the Empire, principally because Lula is radically opposed to the AFTA which is the greatest project of Washington in the administration of Bush II. The AFTA has been rebaptized as «American Free Colonialism Area». «It is, in short, the consummation of the Monroe Doctrine (1823) and the Corollary of Roosevelt (1904), that intends to convert the Big Nation of Bolivar in an armed regional factory-work of Wall Street, in order to win the race for the world product to the European Union», supports the German Heinz Dietrich Steffan, in an article titled: The CIA against Venezuela, published in November 1rst 2003 in the Electronically review «Rebelion».

Lula da Silva was converted in the most dangerous Latin American president for the geopolitical interests of the Empire because he represents the beginning of the national project that would convert Brazil into a really free and independent, autonomous and sovereign republic, a clear example for the other Latin American countries. The United States concerns due to the presence of President Lula in the power was summarized by the Secretary of the Treasure, Paul O’Neill, when he asserted that «Lula must demonstrate that he is not a madman», while the experts of the Central Intelligence Agency -CIA decided to qualify Lula as a decisive man in the independence project of Latin America, extremely dangerous and an extreme threat for the colonial strategic interest of the Empire.

The Empire and the CIA are actively against Lula because they know that he is a leader and, without doubt, a regional leader of great intellectual and political capacity. He has demonstrated that he has enough entireties to unify Latin America in order to face, with possibilities of success, the United States and its imperial power. He demonstrated that he is prepared to defend the independence of Brazil due to he was not submitted to the orders of the Pentagon and the White House during the VI Conference of Defense Ministers that took place in Quito, last November.

One of the principal objectives of the administration of Bush II and the CIA consists in discrediting and liquidating the Government of Lula because Brazil is too important not only in South America but in all the world. It represents the 40% of the GDP in the Region. It concentrates almost half of the foreign investment; however, it suffers of extreme economic and social inequalities due to the exercise of power of the oligarchies submitted to the United States dictation.

Historically, Brazil has been a test stage of the interference policy of the United States and it possesses the largest American army, after the one of the United States. The Pentagon and the CIA have controlled this army and it governed Brazil, after overthrowing Joao Goulart in 1964 with the support and godfather ship of the Empire that experienced there the first fascist government of South America.

In Brazil, the CIA and the FBI advised the police and armed forces to organize and execute the monstrous repression, selective assassinations, the most cruel tortures, forced disappearances of human beings of all ages, aberrant humiliation practices and degradations to men and women accused of subversives, communists, and leftists. The «preventive contra revolution» was converted in the first coup d’état organized under the theoretical and practical bases of the United States National Security doctrine, approved by John F. Kennedy in 1962 and that thereinafter would fill of fascist governments most of the Latin American territory.

The history demonstrates that those military governments were brainchild of the United States to liquidate the insurgence that wanted free countries. Due to that offenses, on behalf of the freedom and the democracy, there were perpetrated the most hideous hurt humanity crimes that, until today, continue in the impunity.

Under the Presidency of Luiz Inacio Lula da Silva, Brazil faces the Empire; and, that decision is an excuse for the CIA to destabilize the government, with its extraordinary experience. Paraphrasing Marx, expresses the journalist Augusto Zamora R. in the newspaper «La Insignia»: against Lula will be aligned, in a sacrosanct hunt, the emperor and the great capital, the oligarchy and the transnational, the European and American entrepreneurs, the CIA and the military dome. Lula must weave a thread as that of Ariadna in order to subsist to the magnitude of his adversaries... However, the Empire and the internal and external enemies of Lula must understand that he is a leader that counts on the support of his people and of the Latin American people because Brazil is going road of being converted into the center of the rescue of dignity, sovereignty and Latin America independence, into the concretion of the integration and unit ideals, dreamt by the emancipators of our nations.

THE UNITED STATES AND THE CIA AGAINST ARGENTINA

The President Chávez of Venezuela, Luiz Inacio da Silva of Brazil, Néstor Kirchner of Argentina, and the President Fidel Castro of Cuba, are the «evil axis» of Latin America because are they are a rise threaten against the national safety of the Empire and its domination interests in this part of the world, according to the optics of the CIA.

In the vision of the CIA, the Pentagon, and the US Department of State, the four presidents are a «new terrorist and geopolitical threat» because they have awoken the friendliness of the Latin American people and because they intend to congregate around them the communists and terrorists of Central and South America and the Caribbean.

Consequently, also the President Kirchner of Argentina has become a target of the attacks of the Empire and the CIA. Constantine Menges, who was advisor of the President Bush II for National Security Problems and agent of the CIA, synthesizes the thought of Washington about Kirchner upon saying that he belongs to the group of radical populism that undermines the democratic process, reducing instead of increasing the individual rights. In the same sense talked who, until a few days ago, was the Chief of the United States South Command, general James T. Hill.

Hill said that «the Argentine economic crisis has provoked that many people would question the validity of the neoliberal reforms, such as was expressed in the consensus of Buenos Aires» especially by the presidents Néstor Kirchner and Lula who also demanded a respectful attitude with the poor countries.

In Argentine, the United States and the CIA imposed the bloodthirsty fascist dictatorships that caused the assassination and forced disappearance of more than 30.000 Argentines. Today, the CIA and its agents full police appliances and armed forces, unions and media, and are carefully penetrating into the government of Kirchner through the use of local agents, who receive money or hate ideas against the IMF expressed by the Chief of Government.

The CIA in Argentina, as in the rest of Latin America, has its agents under the coverage of diplomatic agents, members or officials of US AID, the Peace Corps, Caritas and CARE, official organizations, and of some national or American private NGOs.

The Empire and the CIA intend to disqualify Kirchner upon baptizing him as the worst of the populists that, in words of Hill, is a threat that emerges when it confuses the population.

Néstor Kirchner aspires to return his country the quality of free country in the economy, sovereign in the policy, and socially fair. Near to Lula, he promotes the South American unit and he has expressed with clarity that he will not be submitted to the policies of the International Monetary Fund, to the dictations -orders of the White House, and that he Hill not permit them to exercise the economic and political control in Argentina.

The president Kirchner won the antipathy of the Empire because he was opposed to the objectives of the American foreign policy; on the other hand, he begun to contradict the White House. Now, the CIA is making a big effort to destabilize his government through actions that go from the psychological war and the propaganda until the organization of attempts and strikes that stem from the poverty conditions created by the capitalistic system and by the governments of the bourgeois and the fascist dictatorships that preferred to serve the interests of the transnational companies, of the IMF-WB, of the United States and the monopolist oligarchies of Argentina, before attending demands of the population.

In order to discredit, disqualify and finally destabilize the Administration of President Kirchner, the CIA is trying to demonstrate that he has been aligned with the global terrorism created by the own United States. The CIA supports that President Kirchner has connections with ETA, FARC, MRT, and with the Venezuelan Centers, and the CIA criticizes him due to the friendliness given to the mothers of the Plaza de Mayo.

The CIA supports that Kirchner has given an extraordinary draft to the Marxism and that he wants to return to the decade of the seventies. The recurrent threat is referred to the fact that if Argentine wishes to be inserted in the global world, it must understand the supreme role of the United States, that is going to help Argentine to recover its protagonist role in South America; in otherwise, it will be demonstrated that the Country of San Martín is part of the «evil axis» because it shelters the international terrorism.

Kirchner is in the gloomy target of the CIA, what means that, the Empire would sponsor again the return of military dictatorships. That is a probable fact under the administration of Bush II. If that happens, Argentina and Latin America must suffer the horrors of losing the human rights and the freedom; and, again, the world will attend the torments of the fascist dictatorships and their insatiable death and blood thirst.

THE IMPERIAL TERRORISM

Carlos G. Rivodó, writer and journalist, in the Magazine «Question», in the edition of March 2004, supports that the United States is poisoned by the simplistic and theological - militaristic thought of George W. Bush II and his hawks. In the most classic sense of «divide and you’ll win», he adds, the United States is already hooked in a systematical geopolitical campaign. 1) Increase of the violence in Colombia, 2) Possible armed intervention in the Triple Frontier, 3) Inflate the territorial dispute Bolivia - Chile for the exit to the sea, 4) frontal Combat to the popular opposition in Ecuador and Bolivia, 5) Permanent destabilization to the governments of the BRP.

In order to prevent and intimidate the possible deepening of the relationships between Brazil and Argentina, the Lion of the North has created «terrorists that operate in the Triple Frontier» (Brazil, Argentina and Paraguay), using Paraguay with that purpose. The proofs are forceful and indisputable: «In Afghanistan, the American intelligence services found cartels of the cataracts of Iguaçu in the walls».

Those proofs can be found in different sources of information from the CIA and even in publications qualified as serious, like the magazine «Foreign Affairs», in which the journalist Jessica Stern supports that the Hezbolla hand the Al Qaeda have links that are extended until the Triple Frontier where «representatives of the two groups have met in Paraguay». Thus, the road is cleaned for a direct intervention of the Empire in South America since «that region has become the new Libya; a place where terrorists of the most different ideologies (Colombian Marxist rebels, American supremacists, Hamas, Hezbollah and others) are found to exchange merchandise».

It would not be rare that the Empire of Bush II and his hawks use the pretext of the international terrorism combat to invade the zone of the Triple Frontier, finish with the governments of Brazil, Argentina, Uruguay, and to reinforce their power in Paraguay and the rest of Latin America, such as Rumsfeld and his followers wanted to accomplish in Quito, in the VI Conference of Defense Ministers, through the conformation of a multinational army with the purpose of intervening in the internal matters of the countries of our Latin America.

The actions of the CIA and the Empire against Cuba, Venezuela, Brazil, Argentina, Colombia, Ecuador, Bolivia, and Uruguay are real acts of pitiless and cruel terrorism that undervalue the principles of the International Law and put in danger the peace. Furthermore, if the military breakthrough arrives, there is no doubt about the fact that Latin American countries will lose all their rights and freedoms; but at the same time, our Countries could become two, three Vietnam that proposed Ernesto Che Guevara. Then the imperial terrorism will finally die.

Juan Gelman, Argentine writer and intellectual, in an article titled: «Militarism: The Figures of the Scandal», spread by press agency ALTERCOM on August 31 2004, refers that the military United States expense for the fiscal year 2004-2005 will ascend to 500 billion dollars; that means, 1.36 billion per day, 56.6 million per hour, more than 940.000 dollars per minute and almost 16.000 dollars per second. Bush approved an entry of 17 billion that will be invested in military constructions. The Energy department executes 20 billion of the programs in that area and about 60 billion are used for the war and occupation of Iraq and Afghanistan. It is a fact that this budget will be increased in thousands of million of dollars if, finally, Bush and his hawks decide to attack Iran, North Korea or Cuba, according to militaristic plans of the Pentagon and the CIA.

The planet, he says, harbors - or suffers, to 6 billion of inhabitants. Of them 2.800 millions have an income inferior to the two dollars daily, according to statistics of the World Bank. (This means that half of the world population live in poverty conditions).

Which is the face of the imperial terrorism? Natalie J. Goldring, Directress of the Global Security and Disarmament Project of the American University of Maryland informed during a Conference about this problems accomplished in the university headquarters, in May of 2003, according to review CEPR, that «the United States produces at present about a half of the global military expense, it invests in the country almost the same that all the rest of the world». Meanwhile, the poors of the world are every second more poor and live in the ignorance, malnutrition, hopelessness and fear.

Gelman affirms that upon ending the year 2003 there was in Latin America and the Caribbean 20 million of poors more than in the year 1997. Repeating the calculations we can see that the poverty grew at the rate of 9.100 Latin American per day, 380 per hour, and more than 6 per minute.

Other frighten statistics: 44,4 percent of the Latin American and Caribbean -227 million- live under the line of poverty and a 97 percent of them -177 million- are children, adolescent or youths under the 20 years old. The number of paupers arrives to 100 million, a 19,4 percent of the inhabitants of the region. Half of the people with more than 60 years do not perceive any revenue. Around the end of the past decade, the 11 percent of the population of Latin America and the Caribbean, -55 million- was suffering some kind of malnutrition: acute in the 9 percent of the smaller from five years and chronicle in the 19,4 percent of the children until that age. Latin America is the region of the iniquity and the greatest injustice in the redistribution of wealth since 20 percent richest people has the 60 percent of the richness.

The Report of 30 pages elaborated by a group of 16 military experts summoned by the UN that was presented before 59 General Assembly of the organization, titled «The relationship between disarmament and development in the current international context», supports that «In an era in which the eradication of the poverty and the development over the world are goals not reached due to the lack of necessary funds, the increase in the global military expenses constitutes a disquieting trend...» «Upon ending of the cold war, supposedly the decrease of the military expense and a less conflictive international atmosphere would release financial, technological and human resources for development». But, in spite of the proposals, the international community has not been able of reaching an agreement that limit the military expense or determine a percentage of that expense for national development. Perhaps it happens because military governments, principally the American, its Military-industrial complex, the Armed forces, the Oil conglomerates and other interests form part of the international community, ends Gelman.

CONCLUSIONS

1. The most pitiless, inhuman and cruel international terrorism is in the poverty and misery situation that suffers the world. The United States is the greatest responsible for this reality and, in this sense, it is the First terrorist of the Earth planet.
