El primer paquete de documentos desclasificados se conoce como «LAS JOYAS DE LA FAMILIA»; consta de 702 páginas sobre acciones ilegales de la CIA entre 1959 y 1973. A esa parte le suprimieron alrededor de 100 páginas. Se trata de acciones no autorizadas por ley alguna, complots con el propósito de asesinar a otros dirigentes, experimentos con drogas en seres humanos para el control de sus mentes, espionaje a luchadores civiles y periodistas, entre otras actividades por el estilo prohibidas expresamente.

Los documentos comenzaron a recopilarse 14 años después de los primeros hechos, cuando el entonces director de la CIA, James Schlessinger, se alarmó por lo que la prensa escribía, sobre todo los artículos de Robert Woodward y Carl Bernstein publicados en el Washington Post, ya mencionados en el «Manifiesto al Pueblo de Cuba». Se acusaba a la agencia de ser promotora del espionaje en el hotel Watergate con la participación de sus antiguos agentes Howard Hunt y James McCord.

En mayo de 1973 el Director de la CIA exigía que "todos los oficiales operativos principales de esta agencia deben informarme inmediatamente sobre cualquier actividad que esté ocurriendo, o haya ocurrido en el pasado, que pudiera estar fuera de la carta constitutiva de esta agencia". Schlessinger, designado después Jefe del Pentágono, había sido sustituido por William Colby. Este se refería a los documentos como "esqueletos escondidos en un closet". Nuevas revelaciones de prensa obligaron a Colby a admitir la existencia de los informes al Presidente interino Gerald Ford en 1975. The New York Times denunciaba la infiltración de la agencia en los grupos antiguerra. La ley que creó la CIA le prohibía el espionaje dentro de Estados Unidos.

Aquello "fue solo la punta del iceberg", exclamó el Secretario de Estado en aquella fecha, Henry Kissinger.

El propio Kissinger advirtió que "correría sangre" si se divulgaban otras acciones, y añadió de inmediato: "Por ejemplo, que Robert Kennedy controló personalmente la operación para el asesinato de Fidel Castro". El hermano del Presidente era entonces Fiscal General de Estados Unidos. Muere después, asesinado, cuando aspiraba a la Presidencia en las elecciones de 1968 en las que, al faltar tan fuerte candidato, se facilitó la elección de Nixon. Lo más dramático del caso es que al parecer había llegado a la convicción de que John Kennedy fue víctima de una conspiración. Exigentes investigadores, después de analizar las perforaciones, los calibres de los disparos y demás circunstancias que le causaron la muerte al Presidente, arribaron a la conclusión de que por lo menos fueron tres las personas que dispararon. El solitario Oswald, usado como instrumento, no pudo ser el único tirador. Eso llamó mucho la atención al que esto escribe. Excúsenme que les cuente que el azar me convirtió en instructor de tiro con mira telescópica de todos los expedicionarios del Granma. Pasé meses practicando y enseñando todos los días; el blanco se pierde con cada disparo aunque se mantenga estático y hay que buscarlo de nuevo en fracciones de segundo.

Oswald quiso pasar por Cuba en viaje a la URSS. Ya había estado allá. Alguien lo envió a pedir visa en la embajada de nuestro país en México. Nadie lo conocía ni lo autorizó. Se nos quería comprometer en la conspiración. Después Jack Ruby, de grosera historia mafiosa, no pudiendo soportar, según declaró, tanto dolor y tristeza, lo asesina nada menos que en una estación llena de policías.

Con posterioridad, en actividades internacionales o en visitas a Cuba, más de una vez me encontré con los adoloridos familiares de Kennedy, que me saludaban con respeto. Un hijo del ex presidente, que cuando asesinaron a su padre era un niño muy pequeño, visitó Cuba 34 años después, se reunió conmigo y lo invité a cenar.

El joven, en la plenitud de su vida y bien educado, murió trágicamente en un accidente aéreo cuando volaba con su esposa en noche tempestuosa a la isla de Martha’s Vineyard. Nunca abordé con alguno de aquellos familiares el espinoso tema. Señalé en cambio que, si entonces en vez de Kennedy hubiese sido Nixon el Presidente electo de Estados Unidos, tras el fracaso de Girón habríamos sido atacados por las fuerzas aeronavales que escoltaron la expedición mercenaria, a un costo ulterior enorme de vidas para ambos pueblos. Nixon no se habría limitado a decir que la victoria tenía muchos padres y la derrota era huérfana. Consta que a Kennedy nunca le entusiasmó la aventura de Girón, adonde lo condujo la fama militar de Eisenhower y la irresponsabilidad de su ambicioso vicepresidente.

Recuerdo que, precisamente el día y el minuto en que lo asesinan, conversaba yo en un lugar tranquilo fuera de la capital con el periodista francés Jean Daniel. Este anunció que traía un mensaje del Presidente Kennedy. Me contó que le dijo en esencia: "Vas a ver a Castro. Quisiera saber qué piensa él acerca del terrible peligro que vivimos, de vernos envueltos en una guerra termonuclear. Quiero verte de nuevo tan pronto regreses." "Kennedy era muy activo, parecía una máquina de hacer política", me añadió, y no pudimos seguir hablando, cuando alguien llegó rápido y nos trajo la noticia de lo ocurrido. Nos pusimos a escuchar la radio. Era ya inútil lo que pensaba Kennedy.

Claro que yo viví ese peligro. Cuba era la parte más débil y también la que recibiría los primeros golpes, pero no estábamos de acuerdo con las concesiones que se hicieron a Estados Unidos. Ya he hablado de eso en otro momento.

Kennedy había emergido de la crisis con más autoridad. Llegó a reconocer los enormes sacrificios en vidas humanas y riquezas materiales del pueblo soviético en la lucha contra el fascismo. Lo peor de las relaciones entre Estados Unidos y Cuba no había ocurrido todavía en abril de 1961. Cuando no se resignó al desenlace de Girón, vino la Crisis de Octubre. El bloqueo, la asfixia económica, los ataques piratas y los atentados se multiplicaron. Pero los planes de asesinato y otros hechos sangrientos comenzaron bajo la administración de Eisenhower y Nixon.

No nos habríamos negado después de la Crisis de Octubre a conversar con Kennedy, ni habríamos dejado de ser revolucionarios y radicales en nuestra lucha por el socialismo. Cuba no habría roto nunca sus relaciones con la URSS, como se nos exigía. Tal vez una verdadera conciencia de los gobernantes norteamericanos sobre lo que significa una contienda bélica con armas de exterminio masivo habría puesto fin antes y de otra forma a la guerra fría. Al menos podíamos pensar así entonces, cuando no se hablaba del calentamiento del planeta, los desequilibrios rotos, el colosal gasto de hidrocarburos y las sofisticadas armas que la tecnología ha creado, como ya les dije a los jóvenes cubanos. Habríamos dispuesto de mucho más tiempo para alcanzar a través de la ciencia y la conciencia lo que hoy estamos obligados a realizar con toda premura.

Ford decidió nombrar una Comisión para investigar a la Agencia Central de Inteligencia. "No queremos destruir sino preservar la CIA", dijo.

Como consecuencia de las investigaciones de la Comisión dirigida por el senador Frank Church, el presidente Ford aprobó la orden ejecutiva por la que prohibió expresamente la participación de funcionarios norteamericanos en el asesinato de líderes extranjeros.

Los documentos publicados ahora recogen elementos sobre la vinculación CIA-mafia para asesinarme.

También se revelan detalles sobre la operación Caos, desarrollada desde 1969 durante al menos siete años, para la cual la CIA creó un escuadrón especial con la misión de infiltrarse en grupos pacifistas e investigar "las actividades internacionales de radicales y militantes negros". La Agencia compiló más de 300.000 nombres de ciudadanos y organizaciones norteamericanas y extensos archivos de 7.200 personas.

Según The New York Times, el presidente Johnson estaba convencido de que el movimiento norteamericano antiguerra estaba controlado y financiado por gobiernos comunistas, y le ordenó a la CIA producir evidencias.

Los documentos reconocen además que la CIA espió a varios periodistas como Jack Anderson, artistas como Jane Fonda y John Lennon, y los movimientos estudiantiles de la Universidad de Columbia. También registró hogares y realizó ensayos con ciudadanos estadounidenses para probar la reacción del ser humano a determinadas drogas.

El año 1973, en memorando dirigido a Colby, Walter Elder, quien había sido asistente ejecutivo de John McCone, el director de la CIA a principios de los años sesenta, informa de discusiones dentro de las oficinas del jefe de la CIA que fueron grabadas y transcritas: "Sé que cualquiera que haya trabajado en las oficinas del director estaba preocupado por el hecho de que estas conversaciones en las oficinas y por teléfono eran transcritas. Durante los años de McCone, había micrófonos en sus oficinas regulares, la interna, el comedor, la oficina en el edificio del Este, y su estudio en la casa, en la calle White Haven. No sé si alguien estaría dispuesto a hablar de eso, pero la información tiende a infiltrarse, y la Agencia de seguro que es vulnerable en este caso".

Las transcripciones secretas de los directores de la CIA podrían contener gran cantidad de «joyas». Ya los Archivos de Seguridad Nacional están solicitando estas transcripciones.

Un memo aclara que la CIA tenía un proyecto denominado OFTEN que recolectaba "información sobre drogas peligrosas de firmas norteamericanas", hasta que el programa fuera terminado en el otoño de 1972. En otro memo hay informes de que productores de drogas comerciales le "habían pasado" a la CIA drogas "rechazadas debido a malos efectos secundarios".

Como parte del programa MKULTRA, la CIA le había introducido LSD y otras drogas psico-activas a personas sin que estas lo supieran. De acuerdo con otro documento en el archivo, Sydney Gottlieb, psiquiatra y químico jefe del Programa de Control de Cerebro de la Agencia, es supuestamente el responsable de haber propiciado el veneno que se iba a utilizar en un intento de asesinato contra Patricio Lumumba.

Empleados de la CIA asignados a MHCHAOS —la operación que llevó a cabo la vigilancia contra los opositores norteamericanos a la guerra en Viet Nam y otros disidentes políticos— expresaron "un alto grado de resentimiento" por recibir la encomienda de llevar a cabo tales misiones.

No obstante, hay una serie de asuntos interesantes que revelan estos documentos, como es el alto nivel al que se tomaban las decisiones de las acciones contra nuestro país.

La técnica usada ahora por la CIA para no ofrecer detalles no son las desagradables tachaduras sino los espacios en blanco, a partir del uso de la computación.

Para The New York Times, las largas secciones censuradas muestran que la CIA aún no puede exponer todos los esqueletos de sus closets, y muchas actividades desarrolladas en operaciones en el exterior, revisadas años atrás por periodistas, investigadores congresionales y una comisión presidencial, no están detalladas en los documentos.

Howard Osborn, el entonces Director de Seguridad de la CIA, hace un resumen de las «joyas» compiladas por su oficina. Enumera ocho casos —incluyendo el reclutamiento del gángster Johnny Roselli para el golpe contra Fidel Castro—, pero tacharon el documento que está en el número 1 de la lista inicial de Osborn: dos páginas y media.

"La joya número 1 de las Oficinas de Seguridad de la CIA debe ser muy buena, sobre todo cuando la segunda es la lista del programa de asesinato de Castro por Roselli," dijo Thomas Blanton, director de los Archivos de Seguridad Nacional, que solicitó la desclasificación de «Las joyas de la familia» hace 15 años bajo el Acta de Libertad de Información.

Es notorio que la Administración que menos información ha desclasificado en la historia de Estados Unidos, y que incluso inició un proceso de reclasificación de información previamente desclasificada, tome la decisión de hacer ahora estas revelaciones.

Considero que tal acción puede significar el intento de dar una imagen de transparencia en los peores momentos de aceptación y popularidad del gobierno, y al mismo tiempo dar a entender que estos métodos pertenecen a otra época y ya no se usan. El general Hayden, actual Director de la CIA, al anunciar la decisión, declaró: "Los documentos ofrecen un vistazo hacia tiempos muy distintos y a una Agencia muy diferente."

De más está agregar que todo lo que aquí se describe se sigue haciendo, sólo que de manera más brutal y alrededor de todo el planeta, incluyendo el número creciente de acciones ilegales dentro de los propios Estados Unidos.

The New York Times dijo que expertos de inteligencia consultados expresaron que la revelación de los documentos es un intento de distraer la atención sobre las recientes controversias y escándalos que rodean a la CIA y a una administración que está viviendo los peores momentos de su impopularidad.

La desclasificación también puede apuntar a mostrar, en los preámbulos del proceso electoral, que las administraciones demócratas fueron iguales o peores que la de Bush.

En las páginas que van de la 11 a la 15 del Memorando para el Director la Agencia Central de Inteligencia, se lee:

"En agosto de 1960, el Sr. Richard M. Bissell se acercó al Coronel Sheffield Edwards con el objetivo de determinar si la Oficina de Seguridad tenía agentes que pudieran ayudar en una misión confidencial que requería una acción al estilo gangsteril. El blanco de la misión era Fidel Castro.

"Dada la extrema confidencialidad de la misión, sólo se dio a conocer el proyecto a un pequeño grupo de personas. Se informó del proyecto al Director de la Agencia Central de Inteligencia y este dio su aprobación. El Coronel J. C. King, Jefe de la División del Hemisferio Occidental, también fue informado, pero se ocultó deliberadamente todos los detalles a todos los oficiales de la operación JMWAVE. Aunque algunos oficiales de Comunicaciones (Commo) y de la División de Servicios Técnicos (TSD) participaron en las fases iniciales de planificación, no sabían cuál era el propósito de la misión.

"Robert A. Maheu fue contactado, se le informó en términos generales acerca del proyecto, y se le pidió que valorara si podría lograr acceso a los elementos gangsteriles como primer paso para lograr la meta deseada.

"El Sr. Maheu informó que se había encontrado con un tal Johnny Roselli en varias ocasiones mientras se encontraba de visita en Las Vegas. Solamente lo conocía de manera informal por conducto de clientes, pero se le había dado a entender que era un miembro de alta jerarquía del ’sindicato’ y que controlaba todas las máquinas de hacer hielo en La Franja. A juicio de Maheu, si Roselli era en efecto un miembro del clan, indudablemente tenía conexiones que lo llevarían al negocio de los juegos en Cuba.

"Se le pidió a Maheu que se acercara a Roselli, quien sabía que Maheu era un ejecutivo de relaciones personales que atendía las cuentas nacionales y extranjeras, y le dijera que recientemente lo había contratado un cliente que representaba a varias firmas internacionales de negocios que estaban sufriendo enormes pérdidas financieras en Cuba como resultado de la acción de Castro. Estaban convencidos de que la eliminación de Castro era la solución a su problema y que estaban dispuestos a pagar 150.000 dólares para lograrlo exitosamente. Debía dejarse claro a Roselli que el Gobierno de los Estados Unidos no conocía, ni debía conocer, esta operación.

"Esto se le planteó a Roselli el 14 de septiembre de 1960 en el Hilton Plaza Hotel de la Ciudad de Nueva York. Su reacción inicial fue evitar verse involucrado pero, con la labor de persuasión de Maheu, accedió a presentárselo a un amigo, Sam Gold, quien conocía a la ’gente cubana’. Roselli dejó claro que no quería ningún dinero por su parte en esto, y creía que Sam haría lo mismo. A ninguna de estas personas jamás se les pagó con fondos de la Agencia.

"Durante la semana del 25 de septiembre, Maheu fue presentado a Sam, quien se encontraba alojado en el Fontainebleau Hotel de Miami Beach. No fue hasta varias semanas después de su encuentro con Sam y Joe —quien le fue presentado como correo que operaba entre la Habana y Miami— que vio fotografías de estas dos personas en el suplemento dominical de Parade. Se les identificaba como Momo Salvatore Giancana y Santos Trafficante, respectivamente. Ambos figuraban en la lista del Fiscal General de los diez hombres más buscados. El primero estaba descrito como el cacique de la Cosa Nostra en Chicago y sucesor de Al Capone, y el otro, como el jefe de las operaciones cubanas de la Cosa Nostra. Maheu llamó inmediatamente a esta oficina tras conocer esta información.

"Al analizar los posibles métodos para cumplir esta misión, Sam sugirió que ellos no recurrieran a armas de fuego sino que, si a él se le pudiese facilitar algún tipo de píldora potente, que pudiera echarse en la comida o la bebida de Castro, sería una operación mucho más efectiva. Sam indicó que él tenía un posible candidato en la persona de Juan Orta, funcionario cubano que había estado recibiendo pagos como soborno de los negocios del juego, y quien aún tenía acceso a Castro y estaba en un aprieto financiero.

"A la TSD (División de Servicios Técnicos) se le solicitó que produjera 6 píldoras con un alto contenido letal.

"Joe le entregó las píldoras a Orta. Después de varias semanas de intentos, Orta al parecer se acobardó y pidió lo sacaran de la misión. Él sugirió a otro candidato que realizó varios intentos sin éxito."

Todo lo dicho en los numerosos párrafos anteriores está entre comillas. Observen bien los lectores qué métodos estaba aplicando ya Estados Unidos para gobernar al mundo.

Recuerdo que durante los primeros años de la Revolución en las oficinas del Instituto Nacional de la Reforma Agraria trabajaba conmigo un hombre de apellido Orta, procedente de las fuerzas políticas antibatistianas. Se le veía respetuoso y serio. No puede ser otro. Pasaron los decenios y por el informe de la CIA veo de nuevo ese nombre. No tengo a mano elementos de juicio para comprobar de inmediato qué fue de él. Pido excusas si ofendo involuntariamente a cualquier familiar o descendiente, tenga o no culpa la persona mencionada.

El imperio ha creado una verdadera máquina de matar constituida no sólo por la CIA y sus métodos. Bush ha instrumentado poderosas y costosas superestructuras de inteligencia y seguridad, y ha convertido a todas las fuerzas de aire, mar y tierra en instrumentos de poder mundial que llevan la guerra, la injusticia, el hambre y la muerte a cualquier parte del planeta, para educar a sus habitantes en el ejercicio de la democracia y la libertad. El pueblo norteamericano toma cada vez más conciencia de esta realidad.

"No es posible engañar a todo el pueblo todo el tiempo", dijo Lincoln.

THE KILLING MACHINE

SUNDAY is a good day to read something that would appear to be science fiction.

It was announced that the CIA would be declassifying hundreds of pages on illegal actions that included plans to eliminate the leaders of foreign governments. Suddenly the publication is halted and it is delayed one day. No coherent explanation was given. Perhaps someone in the White House looked over the material.

The first package of declassified documents goes by the name of "THE FAMILY JEWELS"; it consists of 702 pages on illegal CIA actions between 1959 and 1973. About 100 pages of this part have been deleted. It deals with actions that were not authorized by any law, plots to assassinate other leaders, experiments with drugs on human beings to control their minds, spying on civil activists and journalists, among other similar activities that were expressly prohibited.

The documents began to be gathered together 14 years after the first of the events took place, when then CIA director, James Schlessinger became alarmed about what the press was writing, especially all the articles by Robert Woodward and Carl Bernstein published in The Washington Post, already mentioned in the “Manifesto to the People of Cuba”. The agency was being accused of promoting spying in the Watergate Hotel with the participation of its former agents Howard Hunt and James McCord.

In May 1973, the Director of the CIA was demanding that "all the main operative officials of this agency must immediately inform me on any ongoing or past activity that might be outside of the constituting charter of this agency”. Schlessinger, later appointed Head of the Pentagon, had been replaced by William Colby. Colby was referring to the documents as “skeletons hiding in a closet". New press revelations forced Colby to admit the existence of the reports to interim President Gerald Ford in 1975. The New York Times was denouncing agency penetration of antiwar groups. The law that created the CIA prevented it from spying inside the United States.

That “was just the tip of the iceberg”, said then Secretary of State Henry Kissinger.

Kissinger himself warned that “blood would flow” if other actions were known, and he immediately added: “For example, that Robert Kennedy personally controlled the operation for the assassination of Fidel Castro”. The President’s brother was then Attorney General of the United States. He was later murdered as he was running for President in the 1968 elections, which facilitated Nixon’s election for lack of a strong candidate. The most dramatic thing about the case is that apparently he had reached the conviction that John Kennedy had been victim of a conspiracy. Thorough investigators, after analyzing the wounds, the caliber of the shots and other circumstances surrounding the death of the President, reached the conclusion that there had been at least three shooters. Solitary Oswald, used as an instrument, could not have been the only shooter. I found that rather striking. Excuse me for saying this but fate turned me into a shooting instructor with a telescopic sight for all the Granma expeditionaries. I spent months practicing and teaching, every day; even though the target is a stationary one it disappears from view with each shot and so you need to look for it all over again in fractions of a second.

Oswald wanted to come through Cuba on his trip to the USSR. He had already been there before. Someone sent him to ask for a visa in our country’s embassy in Mexico but nobody knew him there so he wasn’t authorized. They wanted to get us implicated in the conspiracy. Later, Jack Ruby, —a man openly linked to the Mafia— unable to deal with so much pain and sadness, as he said, assassinated him, of all places, in a precinct full police agents.

Subsequently, in international functions or on visits to Cuba, on more than one occasion I met with the aggrieved Kennedy relatives, who would greet me respectfully. The former president’s son, who was a very small child when his father was killed, visited Cuba 34 years later. We met and I invited him to dinner.

The young man, in the prime of his life, and well brought up, tragically died in an airplane accident on a stormy night as he was flying to Martha’s Vineyard with his wife. I never touched on the thorny issue with any of those relatives. In contrast, I pointed out that if the president-elect had then been Nixon instead of Kennedy, after the Bay of Pigs disaster we would have been attacked by the land and sea forces escorting the mercenary expedition, and both countries would have paid a high toll in human lives. Nixon would not have limited himself to saying that victory has many fathers and defeat is an orphan. For the record, Kennedy was never too enthusiastic about the Bay of Pigs adventure; he was led there by Eisenhower’s military reputation and the recklessness of his ambitious vice-president.

I remember that, exactly on the day and minute he was assassinated, I was speaking in a peaceful spot outside of the capital with French journalist Jean Daniel. He told me that he was bringing a message from President Kennedy. He said to me that in essence he had told him: “You are going to see Castro. I would like to know what he thinks about the terrible danger we just experienced of a thermonuclear war. I want to see you again as soon as you get back.” “Kennedy was very active; he seemed to be a political machine”, he added, and we were not able to continue talking as someone rushed in with the news of what had just happened. We turned on the radio. What Kennedy thought was now pointless.

Certainly I lived with that danger. Cuba was both the weakest part and the one that would take the first strike, but we did not agree with the concessions that were made to the United States. I have already spoken of this before.

Kennedy had emerged from the crisis with greater authority. He came to recognize the enormous sacrifices of human lives and material wealth made by the Soviet people in the struggle against fascism. The worst of the relations between the United States and Cuba had not yet occurred by April 1961. When he hadn’t resigned himself to the outcome of the Bay of Pigs, along came the Missile Crisis. The blockade, economic asphyxiation, pirate attacks and assassination plots multiplied. But the assassination plots and other bloody occurrences began under the administration of Eisenhower and Nixon.

After the Missile Crisis we would have not refused to talk with Kennedy, nor would we have ceased being revolutionaries and radical in our struggle for socialism. Cuba would have never severed relations with the USSR as it had been asked to do. Perhaps if the American leaders had been aware of what a war could be using weapons of mass destruction they would have ended the Cold War earlier and differently. At least that’s how we felt then, when there was still no talk of global warming, broken imbalances, the enormous consumption of hydrocarbons and the sophisticated weaponry created by technology, as I have already said to the youth of Cuba. We would have had much more time to reach, through science and conscience, what we are today forced to realize in haste.

President Ford decided to appoint a Commission to investigate the Central Intelligence Agency. “We do not want to destroy the CIA but to preserve it”, he said.

As a result of the Commission’s investigations that were led by Senator Frank Church, President Ford signed an executive order which expressly prohibited the participation of American officials in the assassinations of foreign leaders.

The documents published now disclose information about the CIA-Mafia links for my assassination.

Details are also revealed about Operation Chaos, carrying on from 1969 for at least seven years, for which the CIA created a special squadron with the mission to infiltrate pacifist groups and to investigate “the international activities of radicals and black militants”. The Agency compiled more than 300,000 names of American citizens and organizations and extensive files on 7,200 persons.

According to The New York Times, President Johnson was convinced that the American anti-war movement was controlled and funded by Communist governments and he ordered the CIA to produce evidence.

The documents recognize, furthermore, that the CIA spied on various journalists like Jack Anderson, performers such as Jane Fonda and John Lennon, and the student movements at Columbia University. It also searched homes and carried out tests on American citizens to determine the reactions of human beings to certain drugs.

In a memorandum sent to Colby in 1973, Walter Elder who had been executive assistant to John McCone, CIA Director in the early 1970s, gives information about discussions in the CIA headquarters that were taped and transcribed: “I know that whoever worked in the offices of the director were worried about the fact that these conversations in the office and on the phone were transcribed. During the McCone years there were microphones in his regular offices, the inner office, the dining room, the office in the East building, and in the study of his home on White Haven Street. I don’t know if anyone is ready to talk about this, but the information tends to be leaked, and certainly the Agency is vulnerable in this case”.

The secret transcripts of the CIA directors could contain a great number of “jewels”. The National Security Archive is already requesting these transcripts.

A memo clarifies that the CIA had a project called OFTEN which would collect “information about dangerous drugs in American companies”, until the program was terminated in the fall of 1972. In another memo there are reports that manufacturers of commercial drugs "had passed” drugs to the CIA which had been “refused due to adverse secondary effects”.

As part of the MKULTRA program, the CIA had given LSD and other psycho-active drugs to people without their knowledge. According to another document in the archive, Sydney Gottlieb, a psychiatrist and head of chemistry of the Agency Mind Control Program, is supposedly the person responsible for having made available the poison that was going to be used in the assassination attempt on Patrice Lumumba.

CIA employees assigned to MHCHAOS –the operation that carried out surveillance on American opposition to the war in Vietnam and other political dissidents –expressed “a high level of resentment” for having been ordered to carry out such missions.

Nonetheless, there is a series of interesting matters revealed in these documents, such as the high level at which the decisions for actions against our country were taken.

The technique used today by the CIA to avoid giving any details is not the unpleasant crossed out bits but the blank spaces, coming from the use of computers.

For The New York Times, large censored sections reveal that the CIA still cannot expose all the skeletons in its closets, and many activities developed in operations abroad, checked over years ago by journalists, congressional investigators and a presidential commission, are not in the documents.

Howard Osborn, then CIA Director of Security, makes a summary of the “jewels” compiled by his office. He lists eight cases –including the recruiting of the gangster Johnny Roselli for the coup against Fidel Castro –but they crossed out the document that is in the number 1 place on Osborn’s initial list: two and a half pages.

“The No. 1 Jewel of the CIA Security Offices must be very good, especially since the second one is the list for the program concerning the assassination of Castro by Roselli,” said Thomas Blanton, director of the National Security Archive who requested the declassification of “The Family Jewels” 15 years ago under the Freedom of Information Act.

It is notable that the administration which has declassified the least information in the history of the United States, and which has even started a process of reclassifying information that was previously declassified, now makes the decision to make these revelations.

I believe that such an action could be an attempt to present an image of transparency when the government is at an all time low rate of acceptance and popularity, and to show that those methods belong to another era and are no longer in use. When he announced the decision, General Hayden, current CIA Director, said: “The documents offer a look at very different times and at a very different Agency.”

Needless to say that everything described here is still being done, only in a more brutal manner and all around the planet, including a growing number of illegal actions within the very United States.

The New York Times wrote that intelligence experts consulted expressed that the revelation of the documents is an attempt to distract attention from recent controversies and scandals plaguing the CIA and an Administration that is living through some of its worst moments of unpopularity.

The declassification could also be an attempt at showing, in the early stages of the electoral process that the Democratic administrations were as bad, or worse, than Mr. Bush’s.

In pages 11 to 15 of the Memo for the Director of the Central Intelligence Agency, we can read:

“In August 1960, Mr. Richard M. Bissell approached Colonel Sheffield Edwards with the objective of determining whether the Security Office had agents who could help in a confidential mission that required gangster-style action. The target of the mission was Fidel Castro.

“Given the extreme confidentiality of the mission, the project was known only to a small group of people. The Director of the Central Intelligence Agency was informed and he gave it his approval. Colonel J. C. King, Head of the Western Hemisphere Division, was also informed, but all the details were deliberately concealed from officials of Operation JMWAVE. Even though some officials of Communications (Commo) and the Technical Services Division (TSD) took part in initial planning phases, they were not aware of the mission’s purpose.

“Robert A. Maheu was contacted, he was informed in general terms about the project, and he was asked to evaluate whether he could get access to gangster-type elements as a first step for achieving the desired goal.

“Mr. Maheu informed that he had met with a certain Johnny Roselli on several occasions while he was visiting Las Vegas. He had only met him informally through clients, but he had been told that he was a member of the upper echelons of the ’syndicate’ and that he was controlling all the ice machines on the Strip. In Maheu’s opinion, if Roselli was in effect a member of the Clan, he undoubtedly had connections that would lead to the gambling racket in Cuba.

“Maheu was asked to get close to Roselli, who knew that Maheu was a public relations executive looking after national and foreign accounts, and tell him that recently he had been contracted by a client who represented several international business companies, which were suffering enormous financial losses in Cuba due to Castro. They were convinced that the elimination of Castro would be a solution to their problem and they were ready to pay $ 150,000 for a successful outcome. Roselli had to be made perfectly aware of the fact that the U.S. government knew nothing, nor could it know anything, about this operation.

“This was presented to Roselli on September 14, 1960 in the Hilton Plaza Hotel of New York City. His initial reaction was to avoid getting involved but after Maheu’s persuasive efforts he agreed to present the idea to a friend, Sam Gold, who knew “some Cubans”. Roselli made it clear that he didn’t want any money for his part in all this, and he believed that Sam would do likewise. Neither of these people was ever paid with Agency money.

“During the week of September 25, Maheu was introduced to Sam who was living at the Fontainebleau Hotel in Miami Beach. It was not until several weeks after meeting Sam and Joe –who was introduced as courier operating between Havana and Miami –that he saw photos of these two individuals in the Sunday section of Parade. They were identified as Momo Salvatore Giancana and Santos Trafficante, respectively. Both were on the Attorney General’s list of the ten most wanted. The former was described as the boss of the Cosa Nostra in Chicago and Al Capone’s heir, and the latter was the boss of Cuban operations of the Cosa Nostra. Maheu immediately called this office upon learning this information.

“After analyzing the possible methods to carry out this mission, Sam suggested that they not resort to firearms but that, if they could get hold of some kind of deadly pill, something to be put into Castro’s food or drink, this would be a much more effective operation. Sam indicated that he had a possible candidate in the person of Juan Orta, a Cuban official who had been receiving bribery payments in the gambling racket, and who still had access to Castro and was in a financial bind.

“The TSD (Technical Services Division) was requested to produce 6 highly lethal pills.

“Joe delivered the pills to Orta. After several weeks of attempts, Orta appears to have chickened out and he asked to be taken off the mission. He suggested another candidate who made several unsuccessful.”

Everything that was said in the numerous paragraphs above is in quotes. Observe well, dear readers, the methods that were already being used by the United States to rule the world.

I remember that during the early years of the Revolution, in the offices of the National Institute for Agrarian Reform, there was a man working there with me whose name was Orta, who had been linked to the anti-Batista political forces. He was a respectful and serious man. But, it could only be him. The decades have gone by and I see his name once more in the CIA report. I can’t lay my hands on information to immediately prove what happened to him. Accept my apologies if I involuntarily have offended a relative or a descendent, whether the person I have mentioned is guilty or not.

The empire has created a veritable killing machine that is made up not only of the CIA and its methods. Bush has established powerful and expensive intelligence and security super-structures, and he has transformed all the air, sea and land forces into instruments of world power that take war, injustice, hunger and death to any part of the globe, in order to educate its inhabitants in the exercise of democracy and freedom. The American people are gradually waking up to this reality.
