Upon instructions from my Government, I have the honour to convey the following:

“The Syrian Government is sparing no effort to stabilize the situation in Aleppo. The Government has made arrangements for the transfer from Eastern Aleppo of civilians and the wounded and the exit of armed individuals with their individual weapons without any hindrance.

In order to improve the situation in the city, the Syrian Arab Army is implementing a cessation of hostilities for specific intervals. Vehicles are also in place to transport the wounded and civilians from conflict areas, and measures have been taken to deliver humanitarian aid.

Army units have temporarily retreated to locations allowing armed individuals to leave Eastern Aleppo through two specific corridors.

The Syrian Government continues to implement the pardon law promulgated by President Bashar Al-Assad. The law grants amnesty to individuals who have taken up or possessed arms for any reason and to outlaws and fugitives if they choose to surrender themselves and their weapons to competent judicial authorities and the prosecution office.

Given these circumstances, the Syrian Government calls on Western countries, some Arab and regional countries and all those interested in a stable Aleppo to take genuine political steps to that end, and avoid further political stalling.”

It would be highly appreciated if the present letter could be circulated as a document of the Security Council.
