Former executive secretary of the United Nations for Latin America and the Caribbean (1972-1985), former Minister of Foreign Relations of Uruguay (1985-1988) and former President of the Inter-American Development Bank (1988-2005), Enrique V. Iglesias is Iberoamerican Secretary General.
Undoubtedly, Latin America is suffering the tensions provoked by hard demands of change.
