Text adopted by the second "forum of free peoples of Russia", meeting in Prague on July 23 and 24, 2022.

We, representatives of indigenous peoples and colonial regions of the Russian Federation, are starting the process of Complete and General Decolonization of Russia.

The process is based on:

• the Universal Declaration of Human Rights,
• the right of peoples and nations to self determination enshrined in the UN Charter,
• the United Nations Declaration on the Granting of Independence to Colonial Countries and Peoples,
• the United Nations Declaration on the Rights of Indigenous Peoples,
• the Declaration of State Sovereignty of the Russian Federation (RSFSR) of June 12, 1990,
• the declarations of sovereignty of subjects of the Russian Federation.

This process is warranted by:

• the violations of basic rights and freedoms of indigenous peoples and colonial regions guaranteed by the Universal Declaration of Human Rights,
• the systematic policy of internal terror and repression in the Russian Federation,
• the systematic implementation in the Russian Federation of imperial policies and discriminatory practices that affirm the inferior colonial position of our indigenous peoples and regions, discriminating against citizens based on indigenous and/or regional origin,
• the use of imperial practices of ecocide, as well as the deprivation of our regions and indigenous peoples of traditional lands, territories, and resources that prevents us from exercising our right for development,
• the systematic forced assimilation and influence aimed at colonizing and destroying our cultures, languages, educational systems, and other essential aspects of our lives,
• the inability to exercise self-government through our legitimately elected representatives, the systematic deprivation of our colonial regions and indigenous peoples of the right to participate in decision making on issues that affect our rights,
• the violation of the rights of indigenous peoples and colonial regions of the Russian Federation regarding the storage on our territories of hazardous materials, including nuclear weapons and other weapons of mass destruction.

The above colonial policies and practices have been carried out for centuries, leaving our indigenous peoples and colonial regions victims of historical injustice and, ins ome cases, forced displacement and genocide. Now the colonial policy is expressed on the ever increasing scale of state terrorism and repression.

The Russian Federation today is a terrorist state led by war criminals. Several insane wars unleashed by the imperial leadership of the Russian Federation over the past 30years are depriving our indigenous peoples and colonial regions of the most important thing, the right to live, since representatives of indigenous peoples and colonial regions,who are used as “cannon fodder”, are subject to mobilization in the first place.

With the beginning of the war of conquest against Ukraine, our peoples and regions were drawn against their will into war crimes, including the genocide of the Ukrainian nation unleashed by the Kremlin. Because of this policy of the imperial center, the peoples and regions of the Russian Federation are facing sanctions, the threat of civilizational isolation and even complete disappearance.

All this has led to the fact that the Russian Federation is already on the verge of chaos and civil war. Only a complete and controlled decolonization of Russia can prevent this.

Therefore, we appeal to all constructive forces, movements, parties, factions, associations, and groups, both within the Russian Federation and in exile, with a call for coordination and interaction to ensure the political, economic, social, and cultural development of our peoples and regions and to put an end to all forms of discrimination,oppression, and violations of human rights.

We call on all citizens of indigenous peoples and colonial regions to immediately begin active actions for peaceful decolonization, liberation, and the proclamation/restoration of the sovereignty and independence of their own countries.

We call on the peoples and governments of the UN member countries to provide us with support and assistance in realizing our aspirations following the UN declarations, and we also appeal to the entire global community with a request for help in our efforts to streamline the uncontrolled process of the disintegration of a nuclear state.

To implement the Declaration on the Decolonization of Russia in practice:

1. We appeal to the national and regional elites to immediately begin the creation of National Transitional Governments / Administrations (on their land or, if this is not possible, in exile), based on the fact that the current executive authorities represent the interests of the imperial center and not the indigenous peoples and colonial regions.
2. We call on the regional parliaments to protect the interests of their peoples and confirm the previously adopted declarations on state sovereignty, as well as to immediately begin the process of inter-parliamentary consultations on the formation of a mechanism for declaring/restoring the state independence of our indigenous peoples and colonial regions, launching the mechanism of their peaceful secession from the Russian Federation.3.
3. We announce the convening in November-December 2022 of the International Conference on Peaceful De-colonization and Territorial Organization of the Post Russian Space with the participation of the member states of the UN Security Council, the states neighboring the Russian Federation, and international organizations. The purpose of this Conference is:
◦ to ensure a peaceful, smooth and legitimate process of decolonization of Russia,
◦ to begin the process of clarifying and approving the demarcation of state borders of new republics,
◦ to prepare and sign treaties of friendship and cooperation between the new states and neighboring countries,
◦ to approve the principles of succession, including the division of assets and debts of the Russian Federation (including reparations to states that suffered from the military aggression of the Russian Federation — Sakartvelo (Georgia), Ichkeria, Moldova, Ukraine).
4. We appeal to the UN Member States to provide maximum assistance to the National Transitional Governments / Administrations to achieve the goalsof decolonization and peace. As well as to officially recognize the independence and sovereignty of the following states of indigenous peoples and colonial regions: Tatarstan, Ingria, Bashkortostan, Karelia, Buryatia, Kalmykia, theBaltic Republic (K6énigsberg, East Prussia), Komi, Circassia, Siberia, the Ural Republic, Don, Tyva, Kuban, Dagestan, the Pacific Federation (territory of Primorsky Krai and Amur Krai regions), Moscow Republic, Erzyan Mastor, Sakha,Pomorie, Chuvashia, Chernozem, Mordovia, Povolzhye, Khakassia, Udmurtia, Tyumen Yugra, Mari El, Altai, Ingushetia, and others.
5. We call for the preparation of the Constitutions of the Republics, securing their state independence and sovereignty, as well as key legislative acts aimed at ensuring peace, lustration, political stability, rapid economic growth, and development. We call on intellectuals, social, cultural, economic, political, and spiritual leaders of indigenous peoples and regions to actively participate in this process.
6. We call on all representatives of indigenous peoples and colonial regions to join peaceful systematic resistance. Possible forms of such resistance are strikes, demonstrations, pickets, acts of sabotage of the orders of the imperial center, refusal to serve in the armed forces of the Russian Federation, etc. The purpose of these actions should be a peaceful transfer of power to democratically elected representative bodies of independent states.
7. We call on all members of the military and law enforcement agencies who are representatives of indigenous peoples and colonial regions to immediately return to their native land and ensure a peaceful and democratic transition of power. We call on all those who today participate in the unjust war of conquest against Ukraine to return home, including by surrendering to the Armed Forces of Ukraine.
8. We initiate the formation of national legions (Self Defense Forces) to protect the sovereignty and the rights of our peoples and to ensure peace.
9. We are starting the process of consultations on the establishment of the United Transitional Administration as a temporary (no more than 12 months from the moment the regime of war criminals headed by Putin is removed from power)collegiate and advisory representative body of all the colonized indigenous peoples and regions of the Russian Federation to practically ensure a smooth and process of Decolonization. The representation of all peoples and regions in this body should be equal (on a parity basis, with one country/region having one representative), and delegation of authority for participation in it is carried out by the National Governments / Transitional Administrations.

This body will have the following tasks:

• Coordination of activities to eliminate the colonial regime of war criminals (creation of a single clear plan of action, a road map for the elimination of imperial control, guidance for citizens and regions on how to contribute to the process of eliminating the Kremlin terrorist regime personally and locally)
• Assistance to National Governments / Transitional Administrations of indigenous peoples and colonial regions in holding democratic elections according to international standards and with the participation of international observers no later than 8 months from the fall of Putin’s imperial regime (election date must be announced no later than 3 months from the moment of the fall of the regime of the terrorist state of the Russian Federation).
• Assistance in organizing the transfer of power to democratically elected authorities of indigenous states and colonial regions (especially in those regions where National Governments / Transitional Administrations will not be established) no later than 12 months from the fall of the colonial regime, and no later than 3 months after the announcement of the official results of the elections, recognized by the global community.
• Maximum assistance to the competent international bodies in taking control of all, without exception, nuclear weapons and other weapons of mass destruction located on the lands of indigenous peoples and in colonial regions, to ensure absolute de-nuclearization of the lands of indigenous peoples and colonial regions.
• Providing a mechanism for the peaceful resolution of territorial disputes, if any.
• Ensuring the protection of the rights and freedoms of citizens of all nationalities during the transition period.

We call on all citizens of the Russian Federation to effectively support the achievement of the goals of this Declaration on Decolonization for the sake of establishing peace, security, democracy, and harmony among peoples.
