EL REINO DE LAS MUERTES, TORTURAS Y DESAPARICIONES

La periodista norteamericana Jane Mayer, en un artículo publicado en la Revista New Yorker de la segunda quincena de febrero de 2005, reveló que el Asesor Jurídico del Departamento de Estado William Taft IV, urgió a los abogados de la Casa Blanca, que adviertan a George W. Bush, que “pudiera ser visto por el resto del mundo como un criminal de guerra”.

La periodista Mayer sostiene que en un memorando de 11 de enero de 2002, suscrito por Taft y dirigido a John C. Yoo, asesor jurídico del emperador Bush II. le advierte sobre las consecuencias de la decisión presidencial de suspender para las tropas invasoras del imperio, la aplicación de la Convención de Ginebra. Bajo el subtítulo “Subcontratar la tortura”, Jane Mayer explica que al descartar los convenios internacionales relativos a los prisioneros de guerra, incluyendo la Convención contra la Tortura y otros Crueles y Degradantes de las Naciones Unidas, la administración Bush, facultó para que las tropas y agentes de la Agencia de Seguridad Nacional (NAS) y, en particular, los de la CIA y FBI, cometieran todo tipo de torturas físicas y sicológicas en hombres y mujeres detenidos en campos de concentración y cárceles estadounidenses, durante las inagotables sesiones de los llamados interrogatorios.

Entre los halcones de la guerra y aduladores del emperador Bush II, como uno de los elementos que justifiquen las invasiones armadas, se argumentaba que “Afganistán era un Estado fracasado” y que por tanto no estaría protegido por los Convenios Internacionales. En un documento de 40 páginas que nunca fue publicado, Taft habría refutado tales infundios al sostener que “si los Estados Unidos participan en la guerra contra el terrorismo, fuera de la Convención de Ginebra, no solo los soldados estadounidenses pudieran verse procesados por crímenes, incluso asesinatos, sino también que el propio presidente Bush pudiera ser acusado por “violación grave” de los instrumentos internacionales por otros países y ser enjuiciado por crímenes de guerra”.

Según la periodista del New Yorker, en febrero de 2002, Bush habría emitido una directriz en la cual decía que a pesar de la suspensión del Convenio de Ginebra, los presos del imperio debían ser tratados en forma humana, pero esa directiva no alcanzaba a los agentes de la CIA y de las demás agencias de espionaje, lo que les permitió efectuar los interrogatorios con el uso y abuso de todas las “técnicas” de tortura, tratos crueles y denigrantes, violatorios de todos los convenios internacionales y de la totalidad de los derechos humanos.

El Asesor jurídico del emperador Jhon C. Yoo “emitió una orientación donde la tortura se define como el intento de infligir sufrimientos equivalentes en intensidad, al dolor que acompaña una herida física seria, tal como el fallo de un órgano, el impedimento de funciones del cuerpo, o hasta la muerte” afirmaba el 7 de marzo de 2005, Jean Guy Allard, periodista de Granma, al comentar el artículo de Jane Mayer.

Guy Allard informó que en otro memorando secreto redactado por los abogados de Bush, se autorizó a la Agencia Central de Inteligencia -CIA- y sus agentes destinados en Afganistán, Irak, y otros países árabes, a usar nuevos métodos de interrogatorio como el denominado “water-borading” que consiste en atar al sospechoso e inmovilizarlo, para sumergir su cuerpo en tanques de agua “con el fin de que tenga la sensación de ahogarse”.

Jane Mayer denuncia en el New Yorker que la CIA a menudo usa la “técnica de la rendición” que consiste en capturar a una persona en cualquier parte del mundo y entregarlo a un país a sabiendas que le torturarían o le causarían la muerte. De esta manera, la CIA dejaba que otros hagan el trabajo sucio. Con el método de la “rendición”, decenas de personas han sido entregadas a sus torturadores y decenas han sido desaparecidas o muertas en diversos países de todo el mundo.

Con mucho cinismo, el asesor jurídico de Bush, John C. Yoo “sostiene que la Constitución de Estados Unidos otorga al Presidente todos los poderes para suprimir, cuando le convenga, la aplicación de la Convención contra la tortura de la ONU, el Convenio de Ginebra y cualquier instrumento internacional. Más aún dice Yoo, el Congreso de Estados Unidos no tiene el poder de maniatar al Presidente de Estados Unidos en relación con la tortura y otras técnicas de interrogatorio. “Es el centro mismo de las de las funciones de Comandante en Jefe. No pueden impedir al Presidente ordenar la tortura”. ¿Según Yoo, el administrador de turno del imperio tiene licencia para torturar, matar, asesinar? Podría ser así, pero Bush no se librará del juicio de los pueblos y de la Corte Penal Internacional, por ejemplo.

La periodista Jane Mayer narra el caso de Ibn al Sheik al -Libi “un presunto alto dirigente de Al-Qaeda capturado en Pakistán y entregado a los agentes de la CIA. Libi, supuestamente había dirigido un campo de entrenamiento del grupo extremista en Khamden, Afganistán. Mientras el FBI se decía satisfecho con la “colaboración” de Libi en los interrogatorios, la CIA no compartía esta opinión. Libi fue “desaparecido por la Agencia y entregado a los interrogadores de un país amigo...y el FBI perdió su pista. Reapareció meses después en el campo de interrogación norteamericano ubicado en Guantánamo, Cuba...” Los campos de concentración de Estados Unidos, son más modernos y sofisticados que los campos de concentración que tenía el nazi fascismo de Hitler antes y durante la Segunda Mundial. ¿Cuáles son, entonces los verdaderos violadores de derechos humanos en el mundo?

Otro caso que irrefutablemente fue probado, se refiere a Mamdouh Habib, un ciudadano australiano de origen egipcio, arrestado en Pakistán en octubre de 2001 y entregado a la CIA. Los norteamericanos le cubrieron la cabeza con una especie de pasamontañas, le subieron a un avión para llevarlo a un país “amigo”. Contó que fue sádicamente torturado en la Base de Guantánamo y golpeado con una serie de objetos contundentes, incluido un instrumento que él describió como “una picana eléctrica para ganado”. Los torturadores de la CIA y de las tropas ubicadas en Guantánamo le amenazaron con que si no confesaba pertenecer a Al- Qaeda sería violado por perros entrenados para esos menesteres. El “interrogatorio” (torturas) a Habib duró seis meses. Naturalmente que las denuncias sobre estas violaciones a los derechos humanos y esos crímenes de lesa humanidad, no tienen cabida en la Comisión de Derechos Humanos de la ONU porque esa Comisión está manipulada o al servicio de los intereses imperiales.

Estados Unidos en sus cárceles usa una serie de torturas inhumanas para obtener “confesiones” de sus prisioneros. Al estilo de Habib decenas y centenares de prisioneros de guerra han soportado inimaginables torturas. Así, cada prisionero puede pasar hasta por tres cámaras de tortura: Una cámara es una habitación herméticamente cerrada a la que llenan de agua que llega hasta el mentón del preso. El detenido debe permanecer sobre las puntas de los pies, durante horas, para no ahogarse. Muchos han preferido el suicidio. La segunda cámara de torturas imperiales es llenada con agua hasta las rodillas, pero el techo de esta cámara es tan bajo que el preso debe permanecer en cuclillas por largos períodos de tiempo, sin siquiera tener la oportunidad de moverse. Una tercera cámara de “interrogatorio” a los enemigos de Estados Unidos ha sido construida para ser llenada de agua hasta los tobillos. El preso puede ver que en la cámara existe un interruptor eléctrico y un generador. Los interrogadores o los guardianes le advierten al detenido, cada cierto tiempo, que van a electrocutarlo, si no confesaba.

Al igual que Habib, centenares de encarcelados en las prisiones del imperio, tuvieron que confesar todo lo que querían sus interrogadores Las confesiones obtenidas mediante tortura siempre resultan falsas.

Sólo esa Comisión de la ONU llamada a proteger los derechos humanos en todo el mundo, al parecer nunca vio la fotografía de la soldado de Estados Unidos, Sabrina Harmon que, con una sonrisa impresionante, aparece junto al cadáver de un iraquí torturado hasta la muerte. Esta fotografía que fue difundida por importantes medios de comunicación de .los cinco continentes, demuestra, además, que Estados Unidos viola los derechos fundamentales de sus propios ciudadanos, al convertirlos en monstruos inhumanos al servicio de sus ansias de dominación mundial, por medio de las guerras que siembran muerte y destrucción.

¿Recuerdan otra escena? Colin Powell, Secretario de Estado considerado del sector de las “palomas”, en su comparecencia ante el Consejo de Seguridad de la Organización de Naciones Unidas, ocurrida en febrero de 2003, presentaba triunfalmente las “confesiones” obtenidas bajo el régimen de tortura con las que pretendió “demostrar” que Irak poseía armas de destrucción masiva químicas y biológicas, y justificar la invasión y ocupación de esa nación hasta entonces soberana. Se comprobó hasta la saciedad que esas “confesiones” fueron obtenidas con torturas de por medio, tratos crueles y denigrantes y que a la postre resultaron totalmente falsas

Jean Guy señala que Mayer en su extenso reportaje informa que más de “150 individuos han sido transportados para su ’rendición’ desde el 2001, muchos con el uso de una avioneta blanca de 14 asientos perteneciente a la CIA, de marca Gulfstream V, con las letras de identificación N8068V. Un número indeterminado de presos, cuya identidad es desconocida en su mayoría, quedan también secuestrados en la red de prisiones secretas de la CIA”.

Ni dentro de Estados Unidos, ni fuera del imperio, nadie ha podido desmentir las denuncia de la periodista Mayer.

Tribunal Dignidad, Soberanía y Paz Contra la Guerra

UNITED STATES AND THE HUMAN RIGHTS

The wars unleashed by one State against another are the absolute denial of human rights of people and States. The United States in its condition of world superpower invaded, with all its military power, Afghanistan and Iraq and with those actions it violated the human rights upon murdering children, women and foreign elders who were not part of the conflict, upon torturing, executing against the law, disappearing people or submitting them to cruel, inhuman and degrading treatments which are condemned by the Humanitarian International Law and by a series of agreements sponsored by the United Nations .

The aggressors have told the world that who has the power is able to be unpunished for crimes that have been committed with rage, cynicism, cruelty, indecency, perfidy and premeditation. There are thousands of people who have been murdered with pumps and shrapnel; who flew in chunks; but in the silence of death, they point with his fingers without meat to the killer: George W. Bush. The survivors, tortured and vexed, in their pain and impotence, accuse Bush and Rumsfeld for all the martyrdom that they suffered. Their injuries will never heal. They, and the imperial hawks, are guilty of all the death and destruction, of the violation of human rights.

However, in the limit of cynicism, The United States dares to condemn other countries and States of violating human rights. The double moral speech of the owner of power is beginning to be questioned by the weak people, by the millions of victims, thousands of human beings with a clear humanist conscience. The protest voices are multiplied; and soon, maybe tomorrow, the haughty empire will be in total evidence with all its weaknesses shown. Its final collapse is irreparable.

CRIMINAL OF WAR

The American journalist Jane Mayer, in an article published in the Magazine New Yorker in the second fortnight of February 2005, revealed that the Legal Advisor of the Department of State, William Taft IV, urged the attorneys of the White House, to warn George W. Bush, that "he could be seen by the rest of the world as a war criminal".

The journalist Mayer supports that in a memorandum of January 11 2002, subscribed by Taft and directed to John C. Yoo who was legal advisor of the emperor Bush II, he warned him about the consequences of the presidential decision of discontinuing the application of the Convention of Geneva for the troops of the empire. Under the subtitle "To subcontract the torture", Jane Mayer explains that upon discarding the international agreements related to war prisoners, including the Convention of the United Nations against the Torture and other Degrading and Cruel Treatments, the Bush administration, empowered the troops and the agents of the National Agency of Security (NAS), in particular those of the CIA and the FBI, to commit all type of physical and psychological tortures in men and women who were under arrest in American fields of concentration and jails, during the inexhaustible meetings of the “interrogation”.

The hawks of war and flattering of the emperor Bush II, argued that one of the elements that justified the armed invasions was that "Afghanistan was an unsuccessful State", in consequence it was not protected by International Agreements. In a document of 40 pages that has never been published, Taft would have refuted such malicious stories supporting that "if the United States participates in the war against terrorism, out of the Convention of Geneva, not only the American soldiers could be processed for crimes or assassinations, but also the own president Bush could be accused of "serious violation" of the international instruments by other countries, and he could be prosecuted for war crimes".

According to the journalist of the New Yorker, in February 2002, Bush would have issued a document in which he said that in spite of the suspension of the Agreement of Geneva, the prisoners of the empire should be treated in a human way, but that guideline did not reach the agents of the CIA and the other espionage agencies. That allowed them make the interrogations using and abusing of all the "techniques" of torture, cruel and degrading treatments that violate all the international treaties and all the human rights .

The legal Advisor of the emperor Jhon C. Yoo expressed that the torture is defined as the attempt of inflicting sufferings equivalent in intensity to the pain that causes a serious physical injury, such as the failure of an organ, the impediment of vital functions, or even death, asserted Jean Guy Allard, journalist of Granma, upon commenting the article of Jane Mayer on March 7th, 2005.

Guy Allard informed that in other secret memorandum drafted by the lawyers of Bush, he authorized the Central Intelligence Agency - CIA - and its agents who were in Afghanistan, Iraq, and other Arabic countries, to use new interrogation methods as the designated "water-boarding" that consists in tying the suspicious and immobilize him in order to submerge his body in water tanks so that he feels a sensation of being drowned.

Jane Mayer denounced in the New Yorker that the CIA often uses the "technical of the surrender" that consists in capturing a person in any part of the world and deliver him to a country in which they know that this person will be tortured or even murdered. In this way, the CIA let others make the dirty work. With the method of the "surrender", dozens of people have been delivered to be tortured and dozens of people have been disappeared or died in various countries of the world.

With much cynicism, the legal advisor of Bush, John C. Yoo supports that the United States Constitution gives the President all the power to suppress, when he considers convenient, the application of the Convention against torture of the United Nations, the Agreement of Geneva and any other international instrument. In addition, says Yoo, the United States Congress does not has the power of tying the hands of the United States President in relation to the torture and other techniques of interrogation. "It is the center of those functions of Commander in Chief. They can not avoid the President to order the torture". According to Yoo, the shift manager of the empire has license to torture, kill and murder? It would be so, but Bush will not be released of the judgement of nations and the International Penal Court, for example .

The journalist Jane Mayer narrates the case of Ibn al Sheik al - Libi, “a presumed high leader of Al-Qaeda who was captured in Pakistan and presented before the agents of the CIA. Supposedly, Libi had directed a training camp of the extremist group in Khamden, Afghanistan. While the FBI was satisfied with the "collaboration" of Libi in the interrogations, the CIA did not share that opinion. Libi was "disappeared by the Agency and presented to the interrogators of a friend country... and the FBI lost his trail. He reappeared months later in the American interrogation field located in Guantánamo, Cuba..." The US fields of concentration are more modern and sophisticated than the concentration fields of the nazi fascism of Hitler before and during the World War II. So, who are the real violators of human rights in the world?

Another demonstrated case, is the one referred to Mamdouh Habib, an Australian citizen with Egyptian origin, who was arrested in Pakistan in October 2001 and presented to the CIA. The Americans covered his head with a kind of balaclava, and put him in a plane in order to carry him to a "friend" country. He said that he was tortured, in a sadist way, in the Base of Guantánamo, and he was beaten with a series of forceful objects, included an instrument that he described as "a electrical picador for cattle". The agents of the CIA and the troops located in Guantánamo threatened him. They said that if he did not confess to belong to the Al-Qaeda, he would be violated by dogs trained for those occupations. The "interrogation" (tortures) of Habib lasted six months. Naturally, the accusations on these violations to human rights and those hurt humanity crimes are not important for the Human Rights Commission of the United Nations because that Commission is manipulated and to the service of the imperial interests.

The United States uses, in its jails, a series of inhuman tortures in order to obtain "confessions" from its prisoners. To the style of Habib, tens and hundreds of war prisoners have supported terrible tortures. Thus, each prisoner could be in three torture chambers: A chamber is a staunchly closed room which has been filled with water until the lawbone of the detainee. The detainee must stay on the tops of the feet, for hours, so he will not be drowned. Many people have preferred the suicide. The second chamber of imperial tortures is filled with water until the knees, but the roof of this chamber is so low that the prisoner must stay in squatting for long periods, without even having the opportunity to move. A third chamber of "interrogation" for the United States enemies has been built to be filled with water until the ankles. The prisoner can see that there is an electrical switch and a generator. The interrogators or the custodians warn the detainee that he is going to be electrocuted if he does not confess.

As Habib, hundreds of detainees in the prisons of the empire, had to confess everything that their interrogators wanted. The confessions obtained through torture always result to be untruthful.

It seems that, only that Commission of the UN which is called to protect the human rights all over the world had never seen the photograph of the United States soldier, Sabrina Harmon that, with an impressive smile, appears next to the body of an Iraqi man tortured until death. This photograph, that was spread by important means of communication of the five continents, also demonstrates that the United States violates the fundamental rights of its own citizens because they have become inhuman monsters in order to satisfy the domination anxieties of the United States through wars that sow death and destruction.

Do you remember another scene? Colin Powell, Secretary of State who is considered to be of the sector of the "doves", on his declaration before the Security Council of the United Nations, in February 2003, presented the "confessions" obtained under the torture regime, and with those documents he tried "to demonstrate" that Iraq had massive destruction, chemical and biological weapons. He also tried to justify the invasion and occupation of that nation that was sovereign until that. It was proven that those "confessions" were obtained with tortures and cruel and degrading treatments and finally they resulted totally untruthful.

Jean Guy says that Mayer in his vast article informs that more than "150 individuals have been transported for their "surrender" since the year 2001, with the use of a white small aircraft of 14 seats which belongs to the CIA, brand Gulfstream V, with the identification letters N8068V. An indeterminate number of prisoners, whose identity is most unknown, are still kidnapped in secret prisons of the CIA".

Neither within the United States nor out of the Empire anybody has been able to deny the accusation of the journalist Mayer.
