Currency exchange is disrupted by the unilateral Western sanctions against Russia.
In the West, the euro trades at $1.02. But in Russia it dropped below the dollar (64.4250 rubles against 65.6670).
The European Central Bank is trying to avoid, by all means, having to take on the reflux of dollars in the USA when it no longer ranks as the global reference currency.
